The German Lao Association for Development (GLAD) has been operating under the umbrella of the international non-governmental organization Deutsch-Laotische Gesellschaft e.V. (DLG), Germany, since 2012.
GLAD’s mission is to foster development partnerships between Germany and Laos through grassroots, participatory initiatives. The organization aims to strengthen community capacities by identifying and addressing local needs, with a focus on the Sustainable Development Goals (SDGs): poverty eradication, access to clean water, education, gender equality, and health. GLAD also works to build the capacity of government counterparts and non-profit association (NPA) staff involved in rural community development through targeted training and study tours. Additionally, GLAD promotes cultural exchange activities between Germany and Laos.
GLAD is currently seeking a locally based consultant (or consultancy team) who is qualified, enthusiastic, and experienced to fill the following position:
Position Title: Mid-Term Project Evaluation
Location: Samouay and Toumlan district, Salavan province
Contract Period: September-October 2025
Contracted Days: Approximately 13 days
Key tasks will include:
o Clarification/kick-off meeting,
o Developing study design, methodology and developing tools (questionnaires, checklist, interview guidelines, etc.
o Inception report,
o Field work and interview target groups (Including district and province)
o Analysis of gathered data and information
o Presentation and discussion of main findings and draft report
o Final report submission

Qualifications and competencies:
o Demonstrated previous experience in data management and data analysis for education sector surveys
o Advance degree in social/education and development studies or related field or equivalent demonstrated development experience,
o At least 5 years of proven experience with similar of study,
o Excellent track record in designing and conducting quantitative and qualitative study, analysis, and evaluation
o Knowledge and practical experience working with international and local NGOs in rural and social community development, early childhood education, and/or related projects
o Knowledge and experience in areas such as community development, early childhood education, food sovereignty, agricultural practices, and rural development.
o Experience in undertaking study with most vulnerable communities
o Excellent written and verbal communication and reporting skills in English
o Strong ability to work collaboratively in a team (including good communication skills, openness, flexible, reliable, and responsive)
