- Background
CBM Global Laos Country Team has a 5-year strategic plan (2018-2022) and then it was extended until the end of 2024 because there was delay in implementation of this strategy. Some delays happened when setting up the country office from 2018-2019 and followed by COVID-19 situation.
To plan a new country strategic plan for Laos, CBM Global country team needs support for consolidating a context analysis that provides relevant and updated information across the advocacy work and programme priority areas such as Inclusive Eye Health, Disability Inclusive Community Development, Community Mental Health, Disability Inclusive Development, Disaster Risk Reduction, Climate Change resilience, etc., this will ensure the country plan remains relevant, realistic, effective, and be in aligned with the potential project portfolio for Laos overcoming years. In addition, we need to understand better on the overall situation of persons with disabilities, and analysis of the gaps related to the fulfilment of the rights of persons with disabilities in Laos.
The findings of the context analysis will be used as basis for our new country planning and informed the formulation of our strategic goal, objectives, and priorities of the new strategic plan.
- Objective
- The purpose is to support a Country Context Analysis based on our previous situational analysis document, information from the programmes, and information from partners and internal and external stakeholders.
- The context analysis will emphasise on key programme priority areas, a situation of persons with disabilities living in Laos, and providing an analysis of the needs, gaps and opportunities related to the fulfilment of the rights of persons with disabilities.
- To facilitate internal consultation and strategic planning workshop which I organized on 28th and 29th November 2024.
- Providing key recommendations for CBM Global in Laos to better position its work in the country.
- Expected Outcome
- A proper analysis of all relevant information in the context of Laos taking into consideration the CBM Global’s vision, mission, values, distinctives and its core area of work, Laos National Development Agenda, and Convention on the Rights of Persons with disabilities
- Having a participatory and inclusive consultation and gained collective feedback from internal, external, partners, and other relevant stakeholders.
- Methodology
The country context analysis shall be supported by a local consultant and leading by Laos country team to guarantee a more comprehensiveness as well as capturing the local context and the perspective of persons with disabilities.
The methodology will be based on:
- Review of some national legislation, plans, policies, budgets, and data and reports from other relevant organisations such as Humanity and Inclusion, World Education in Laos, World Vision International, UN Agencies, WHO, DFAT, USAID, etc.
In particular, the context analysis should take into consideration following questions:
- What is the value that CBM Global can add to improve the situation in country?
- What are the areas of need that align to our core mandate areas/strategic programme initiatives and strengths in country?
- How can CBM Global support enhance the progress of a thematic area along its path towards sustainability with respect to the national and provincial level resources, capacity, and commitment to the issue?
- In addition to government as the key duty bearers, which other actors (including OPDs, NGOs, Community Based Organizations, CSOs, INGOs, UN agencies) are working in Laos and what role are they playing in CBM global’s area of interest. In particular:
- Which of these is playing an effective role and having impact?
- What are the coordination mechanisms in place? Are they effective?
- What are the key resources that have been produced?
- Are there strong models of good practice? Have these been replicated/scaled up?
- Are efforts being duplicated?
- Are there relevant global or national initiatives/policies that are being led/implemented in this country by these actors?
- Do they have strategic plans and are they available? Do they reference and include strategies for people with disability?

The assignment shall be based on the following documents which will be shared together with the ToR and the agreement:

- CBM Global previous country situational analysis document
- OPDs’ Parallel report on the Implementation of the Convention on the Rights or Persons with Disabilities
- Any relevant National Plans – to be identified by the consultant.
- UN Convention on the Rights of Persons with Disabilities (UNCRPD)
- Census Laos 2015
CBM Global country team will share any other documents deemed relevant with the consultant throughout the assignment.
- Duration
The consolidated Context Analysis document and a report from the strategic planning workshop shall be delivered within 15 days from the start date of the contract with the consultant to complete the assignment.
- Deliverables
- Work plan in alignment with the CBM Global country team. The work plan shall clearly indicate the involvement of the country team and the necessary estimated days for such an involvement.
- Draft Context Analysis by 13th December
- Final Context Analysis with key recommendations for CBM Global in Laos aligned with the CBM Global Federation Strategy and priorities by 24th December.
- Require consultant profile.
- Good understanding of the Laos development processes.
- Background of social and socioeconomic
- Proven experience in facilitating and participatory consultation processes
- Good understanding and knowledge of disability is preferred.
- Good in spoken English and English writing skills.
- Experience in the country context analysis is preferred.
CBM Global requires all consultants to carry out the work for CBM Global to have read and signed the following documents:
- CBM Global Code of Conduct, the signed document must be on file at country office in Laos.
- CBM Global health, safety, and security policy
- CBM Global safeguarding policy
- CBM Global policy on data protection
- Application procedures
