Gender Consultant
Location: Attapeu province and Bualapha district, Laos
Start date: January 2025
Background:
SNV is a global development partner operating across Africa and Asia with a focus on gender equality, climate adaptation, and governance. This initiative is part of the Biodiversity and Livelihoods Fund (BLF), a UK government program aimed at conserving biodiversity and enhancing livelihoods across six landscapes. SNV, along with a consortium led by Fauna & Flora International, is implementing interventions in the Lower Mekong area including areas in Laos, Cambodia, and Vietnam to create improved livelihoods for people living in and around protected areas whilst enhancing biodiversity conservation.
Objective:
The consultant will conduct a situation analysis of gender equality and social inclusion (including people with disabilities) within the community especially with regard to land and forest rights (formal and informal/customary), and natural resource decision making; identify challenges and barriers for women leadership and economic empowerment, and their role in biodiversity conservation: recognize potential obstacles to gender equality and social inclusion, such as cultural norms or institutional biases; review the best practices related to GEDSI implemented by other organizations or communities; and provide the recommendations to implement in target villages of two districts (Phouvong and Sanamxay), Attapeu Province and Boualapha district, Khammouane province.
Methodology and Scope:
The methodology includes collecting quantitative and qualitative data on gender dynamics, social barriers, and inclusion efforts. This might include participatory methods (i.e. derived from GALS) Key informants, focus groups, stakeholder consultations, data analysis. A sample of communities for the research in the two target areas is required. The research builds on earlier research done by other projects such as PROFEB, LLL, ADB-BCC, IFAD-FAO-WFP. Also, findings of ongoing Value Chain studies where gender components have been studied needs to be taken into account. Based on the findings the consultant should provide practical recommendations for GEDSI mainstreaming and specific targeted activities in the communities. The research will need to be conducted coordinating with AFDC, local authorities and the Lao Women’s Union. Potential follow up pilots for the implementation of the recommendations including training of stakeholders/project partners will be a possibility.

- Define methods for assessing progress/monitoring
- Determine the practical tools needed to implement
- Draft and final reports, including presentation of findings to stakeholders
Level of effort and Implementation Timeline: The study is scheduled to be completed by end of January 2025 upon approval of the final report. The estimated level of effort is 25-35 days (for one or more consultants).
Qualifications: The consultant should hold a master’s degree in fields related to community development, gender, social sciences; at least 7 years relevant working experience in the field of Gender Equality, Social Inclusion (GESI) natural resource/biodiversity management and land rights; strong report writing, facilitation, and coordination skills are essential, along with proficiency in English (knowledge of Lao is required as part of the team).
