WCS is looking for “Health Program Coordinator”. Please see the details below:

– Position: Health Program Coordinator
– Commencement Date : February 1, 2025
– Work Location: This position is based in Vientiane Capital, with regular travel to other provinces as required.
– Country Program/Sector: WCS Lao PDR
– Position Type: Full-Time, fixed term (renewable)
– Working days and hours: The work hours will be Monday through Friday, 8:00 am to 5:00 pm with a 1.5-hour break for lunch. This totals 7.5 hours per day and 37.5 hours per week.
– Term of Probation: Two months
– Reports to: Primarily to Deputy Country Director, WCS Lao PDR, Secondarily to Health program Technical Advisor
– Working Schedule: Office work hours will be Monday through Friday, 8:00 am to 5:00 pm with a 1.5-hour break for lunch.
– Expected travel: Frequent field travels to key sites of the IEWMP, Nam Kading National Protected Area and occasional travels to Vientiane will be required.

Job Summary:
The primary purpose of this position is to coordinate the planning, development, management, and implementation of all activities within the WCS Lao PDR Health Program in close collaboration with WCS Deputy Director, Health TA, WCS wider team members and the Government of Lao PDR. This includes working with the TA to develop and implement activity and budget plans, coordinating and providing specific technical inputs for technical decisions, managing finances and personnel, assisting with policy development, conducting monitoring, evaluation and reporting Health Program activities aligned with the MOUs and donors’ requirements.

Major Responsibilities:
1. Health Program Coordination on Planning, Management and Implementation (50%)
– In coordination with the WCS Lao Country Program Directorate and the Health technical team, support the review and refine WCS Lao PDR Health program priorities, strategy, and approaches, and overall monitoring and evaluation system, as needed.
– Coordinate with team members for successful implementation of the Health Program.
– Coordinate capacity building, training and professional development for team members and local partners.
– With technical team, identify conservation priorities and technical needs within the program, and support grant proposal development.
– Ensure strategic, effective integration of WCS Lao PDR Health and Counter-wildlife Trafficking activities on shared projects such as ASAMCO, SWM and INL Latin.
– Represent WCS in advocating WCS’ Health work to technical and financial partners, government, private sector and other NGOs; present program information at national and international meetings and establish and strengthen partnerships with government, NGOs and private sector.
– Build relationships within the direct government counterparts and other agencies whose mandates are relevant to the success of WCS actions in One Health arena.
– Liaise with WCS Health Program across the Region and Globally through regular Zoom meetings.

2. Administration, HR and Financial Management (50%)
– Support the TA with management on administrative, HR, and financial planning and development of the program.
– Support the TA with the development and administration of annual fiscal year budgets, including maintaining communication with and providing timing reporting to WCS Vientiane Office.
– Support the TA with the planning of monthly, quarterly and annual work plans to ensure they are within the scope of donor requirements, agreed work plans, and MOU’s.
– Work with the TA and Health technical team on technical reports and presentations, as needed by WCS, donors, and government partners.
– Coordinate with Grant Manager and Finance Manager to monitor ongoing levels of expenditure against budgets
– Supervise the oversight of any subcontractors or grantee performance, including authorization of payments to subcontractors/grantees.
– Carry out other duties, as required, to ensure successful operations of WCS Laos.

Qualifications:
– Post-graduate degree or equivalent experience in Conservation, Animal Health, Public Health, Epidemiology, Environmental Science or Management, or related field.
– At least 5 years of experience working in wildlife conservation, public or animal health, or relevant One Health sector.
– Ability to effectively deal with the challenges of tropical conservation, law enfrocement and conservation policies and politics.
– Ability to work sensitively and effectively with people of diverse cultures, value systems, perspectives and levels of education, and to manage staff in these contexts.
– Demonstrated success managing large projects and supporting fundraising.
– Demonstrated experience in report writing, PowerPoint presentations, and other project management skills.
– Professional proficiency in English and Lao.
– Willingness to travel within Lao PDR and internationally.
