Tasks
• Working closely with the Case study Documentation Consultant in the selected target locations,
the Communication Specialist will collect images and interviews with project stakeholders,
especially community members, with good representation of women and ethnic groups. He/She
will then use the case studies narratives collected by the Case Study Documentation
Consultant to present them in an interactive and immersive format.
• The Consultant will report directly to the PIASVC Project Manager and will closely coordinate
and collaborate with the Case Study Documentation Consultant. The consultancy contract
covers a total period of five months, from June 2025 to October 2025.
• The Consultant will be based in Vientiane, Lao PDR and will have to travel to target locations.
• The Consultant will work under both of the PIASVC project Sub-Components (2.1 Awareness
Raising and 2.2 Legal counselling). He/she will be in charge of :1. Planning; 2. Collection of
pictures and interviews for videos; 3. Case studies production and photos repository
finalization.
• The Communication Specialist will be provided with PIASVC ESF documents, notably the
Stakeholder Engagement Plan and the Labor Management Plan and will be required to attend
a session with Helvetas PMU to become familiar with the related policies and documents. All
should be respected by the consultant, especially during field visits.
• Expected deliverables:
o Up to five case studies/success stories in English and in Lao presented in an interactive
and immersive format;
o Up to eight short videos (max 3 min long) in Lao with English subtitles showing human
interest success stories/sorties of change to be embedded in cases studies and posted
separately on social media;
o A repository of about 100 high-quality photos for the project to access, use and share (in
high resolution also for enlargement purposes)
Profile/
Qualification
• Degree in communications, journalism or other closely related field At least eight years of
professional experience in the field of communications, photography, graphic design,
journalism, website moderation or a related field
• Demonstrated experience in photography and video making
• Demonstrated ability to create stimulating visual content using different forms of media
(testimonials, stories of change, video production, photography, Most Significant Change
videos etc.)
• Demonstrated experience in dealing with relevant graphic design and publishing programs
(Adobe Illustrator, Photoshop, InDesign or equivalent), developing, editing and layout of
publications and content management for websites and social media
• Previous experience working on communications and outreach that relates to environmental or
natural resources management/land rights related issues in Laos or Southeast Asia is an
advantage
• Good written and spoken English language skills
• Excellent written and spoken Lao language skills
