The Fred Hollows Foundation is an international development organisation working to prevent avoidable blindness and restore sight. We work with governments, communities and partners to strengthen eye health systems and improve access to quality eye care.

ABOUT THE CURE BLINDNESS PROJECT

In Lao PDR, The Foundation works in partnership with Cure Blindness Project (CBP) to support shared eye health priorities. This role will work across FHF and CBP, alongside government and other partners, to coordinate programs and contribute to stronger and more sustainable eye health services.

THE OPPORTUNITY

The Program Manager is accountable for the planning, coordination and delivery of programs aligned with agreed priorities between The Fred Hollows Foundation (FHF) and Cure Blindness Project (CBP), ensuring effective stakeholder engagement, quality implementation, compliance, and sustainable program outcomes that contribute to strengthening health systems and reducing avoidable blindness in Lao PDR.

KEY RESPONSIBILITIES

• Program Delivery & Performance: Coordinate program planning, implementation, monitoring and reporting to keep delivery on track against agreed priorities, timelines, budgets and outcomes.
• Program Management & Compliance: Oversee program budgets, reporting, donor requirements, safeguarding, risk and compliance.
• Stakeholder & Partnership Management: Manage relationships with government, implementing partners, donors, NGOs, CBP and other stakeholders.
• Strategic Planning & Growth: Support new projects, proposals, partnerships and funding opportunities aligned with country priorities.
• Collaboration & Coordination: Work across FHF, CBP and partner teams to strengthen coordination, address delivery issues and share learning.
• Capacity Strengthening: Support program teams and partners to strengthen capability, accountability and program delivery.
• Representation & Engagement: Represent FHF and CBP in relevant meetings, forums and technical working groups.

WHAT YOU’LL NEED TO SUCCEED

• At least five years’ experience in program or project management in international development, public health or a related sector.
• Experience managing donor-funded programs, including implementation, monitoring, reporting and compliance.
• Experience working with government, partners and other stakeholders in complex environments.
• Experience coordinating teams and supporting program staff.
• A relevant bachelor’s degree, with strong program management, budgeting, communication and problem-solving skills.
