Project Manager

Based in Vientiane Capital

The EU funded FREE! project – Fighting for Rights, Empowerment and Escape from Human Trafficking and Other Forms of Exploitation in Lao PDR – seeks to improve prevention and protection mechanisms against human trafficking and related forms of exploitation in Lao PDR.

The project combines prevention, protection, economic empowerment, and systems strengthening, with a strong focus on children, adolescents and youth in all their diversity, especially girls and young women, human trafficking survivors, families, communities, shelters, civil society organisations (CSOs), and all duty bearers. It aims to increase awareness of human trafficking risks, strengthen survivor-centred services, improve community-based and shelter-based protection mechanisms, and build the capacity of state and non-state actors to prevent and respond effectively to human trafficking.

The Project Manager is responsible for the overall management and implementation of the FREE! project, including planning, scheduling, budget management, coordination with co-applicants and third parties, reporting, representation to government and stakeholders, and ensuring compliance with donor and organisational standards. The role is based in Vientiane Capital and requires regular travel to Bokeo, Luang Namtha, and Savanakhet Provinces, as well as coordination with national authorities, shelters, CSOs, and development partners.

Duties and responsibilities will include:

  • Coordinate the FREE! Project activities in target locations, ensure coherent implementation across Bokeo, Luang Namtha and Savanakhet Provinces, as well as national-level processes,
  • Ensure that the full project cycle, including project planning, budgeting, procurement, implementation, monitoring, and reporting, complies with Plan International global standards and donor requirements.
  • Ensure compliance with Plan International policies and standards on gender equality, inclusion, safeguarding, partnerships, and data protection.
  • Coordinate and manage the involvement of relevant government authorities, co-applicants, shelters, CSOs, and other stakeholders to facilitate successful project implementation.
  • Coordinate the inputs of technical specialists, consultants and other members of the project support team.
  • Work closely with CSO co-applicants, third parties, and Plan teams to coordinate and implement project activities on time, and to a quality standard.
  • As the project budget holder, be responsible for budget expenditure, procurement, partner oversight, and financial compliance in line with grant management guidelines.
  • Draft and coordinate high-quality periodic narrative and financial reports, including partner inputs, for reporting to government partner line ministries and the donor.
  • Represent the project and Plan Laos at national, provincial, and district levels through meetings, workshops, technical forums, and coordination events as
  • Lead the development and timely approval of the project’s Detailed Implementation Plan (DIP), annual work plan, budget, procurement, and training plans for the project.
  • Provide direct reports, Plan teams and CSO partners in Vientiane Capital and the provinces with supervision, technical support, training and coaching to enable them to deliver the project intervention. Ensure coordination of activities among the different partners for optimal use of resources and time.
  • Ensure implementation of the project M&E Framework and results framework targets are met and targets reported upon.
  • Collaboration with operations, finance, administration, people and culture and communications teams to ensure the most effective and efficient delivery of the project.
  • Compliance with all policies and strategies of Plan International as well as proposing, updating and implementing changes to existing policies and strategies for Plan Laos. 

Qualifications, Experiences: 

  • Tertiary education qualifications in development studies, legal studies, social sciences or other relevant field.
  • At least 5 years experiences in project management with a development or humanitarian organisation in Lao PDR.
  • Demonstrated skills in project cycle management, including reporting, budgeting and expenditure tracking.
  • Demonstrated skills in team management, with proven experience in supporting and coaching teams.
  • High capacity in partnership support, management, and stakeholder coordination.
  • Excellent interpersonal, communication and facilitation skills suitable for youth, CSOs and high-level government audiences.
  • Experience in compliance for donor funded projects.
  • Have an advanced understanding of gender transformative programming, inclusion, maintaining safeguarding and PSEA standards.
  • Ability to speak, read and write English to a high standard.
  • Good ICT skills including Word, Excel, Outlook, Teams, and PowerPoint. 

Desirable:

  • Experience in anti-human trafficking, survivor-centred programming, or child protection is an advantage.
  • Experience in developing training materials and delivering training programs for community mobilisers and sub-regional officials.
  • Commitment to taking a feminist leadership approach to management and leadership.
