Coffee Value Chain – Laos
The Coffee Implementing Partner of Green CUP project – LCG – GRET consortium – is looking for a Sector
Policy Advisor – Key Expert – 11 months of mobilization on a 4-years project.
The Technical Assistance team, led by the Lao Consulting Group (LCG), supports the Ministry of
Agriculture and Forestry (MAF), Department of Agriculture (DoA), in implementing the Green CUP project,
financed by the European Union and AFD (Agence Française de Développement). This project aims to
enhance the development of the coffee sector through agro-ecological community-based action, climateresilient and inclusive value chain with a gender and human rights-based approach.
Green CUP project is a part of the Team Europe Partnership with Lao PDR to increase sustainable and
inclusive trade, investment, recognition of producers practices and connectivity with agroforestry, focusing in
seven Northern provinces.
MAIN DUTIES
The Sector Policy Advisor, will be in charge of: Improving coffee governance and the recognition of
coffee quality labels, and will focus on:
– Make a diagnosis of the coffee sector and an assessment of the application of the Lao Coffee Sector
Development Strategy (LCSDS)
– Identify priority actions and orientations to update the LCSDS, particularly in terms of governance
needs
– Work with Lao Coffee Board’s Secretary (CNCL) to provide regular supports to operationalize its
roles
– Support the implementation of the coffee sector export roadmap 2021–2025: Provide key knowledge
and capacity building on business and entrepreneurship skills; Identify active coffee partners or
private sector-led to facilitate the market access; Facilitate the dialogue between the coffee
stakeholders and authorities…
– Provide regular supports to the Ministry of Industry and Commerce (MOIC)’s Permanent Secretary
Office (PSO) to implement the following activities related to the management and promotion of Lao
Coffee:
o Revise /establish an action plan for the Lao PDR’s membership in the ICO
o Support Lao coffee stakeholders on the development of coffee brandings and organization
of coffee promotional activities at national and international levels
o Support the Lao Coffee Association (LCA) to improve its mandate, structure, and generally
act as the coffee stakeholders’ representative body
The Sector Policy Advisor will start in March 2025, Part time job (11 months – 4-years project). She/he will
be one of the 8 Key experts of the Technical Assistance Team. Note that the current Sector Policy adviser is
backstopped by the senior policy adviser and the whole TA team. She/he will be based in Vientiane.
Remuneration will be discussed depending on the candidate’s profile and experience.
PROFILE – National or International
Education: Graduate in agriculture or other economic sector policy, including public relation, social
sciences, or other related fields.
Experience:
– Substantial experience as Technical Advisor in support to sector policy development, value-chain
management and sectorial governance;
– Having a good knowledge of the coffee sector. Lao coffee sector would be a plus;
– Familiar with Lao coffee sector and its complexity;
– Capacity to develop action plan and implementation methodologies based on deep analysis of a
situation;
– Strong diplomatic and communication skills and demonstrated high level of communication skills;
proven problem-solving skills;
– Experience of work in Lao administration. With MAF or MoIC would be an advantage.
– Demonstrates ability to propose activities/tools that foster collective intelligence and behavioral
change.
– Dynamic, resourceful, and ability to work in autonomy
Languages: Lao and fluency in written and spoken English.
