USAID Okard is a five-year project that promotes the independence and functional ability of persons with disabilities through providing equal access to health and social services in the Lao PDR. Funded by the U.S. Agency for International Development (USAID)'s Leahy War Victims Fund and Victims of Torture Program, together with the U.S. Department of State, USAID Okard works with the Lao government and civil society to develop and implement disability inclusive policies so that no one is left behind. 

The USAID Okard project partners with the public and private sectors to support persons with disabilities in the areas of health, economic empowerment, and stakeholder engagement. It uses a systems-centered approach focusing on government ownership of disability inclusive policies and development of physical rehabilitation and mental health and psychosocial support services for long-term sustainability. The project also applies a person-centered approach addressing the individual needs of persons with disabilities and the communities that support them. 

The person-centered approach will be implemented through Community Based Inclusive Development (CBID) model in Xieng Khouang and Savannakhet provinces. Through case management and community mobilization, CBID facilitators will help persons with disabilities identify the barriers to their optimal participation in society and engage the entire community to address these barriers. The CBID model also implements and tests the National Disability Policy and the National Rehabilitation Strategy at the community level, strengthening government systems and decision-making in support of these policies. 

Anticipated outcomes include:
  • Improved access to health and rehabilitation services for persons with disabilities and their households
  • At least 10,000 people receive health and related rehabilitation services and 4,350 people demonstrate and increase in function or well-being
  • At least 650 persons with disabilities and their households receive an income generation activity or job readiness training, helping them become employed or self-employed.
  • A more supportive environment for the sustainability of helath and economic empowerment improvements is created, with at least 350 organizations and service delivery systems that service vulnerable persons strengthened
  • Strengthened health systems with rehabilitation and mental health and psychosocial support included in the continuum of care.
