Preventing road traffic accidents and disabilities in Lao PDR

The road traffic picture in the Lao PDR has been changing dramatically. The daily increasing number of cars is clogging up the roads. Vulnerable road users are in danger of being involved in a road crash (RC) with invariable consequences.

The economy of the Lao PDR remained relatively prosperous and fairly unharmed despite the global financial downturn, continuing to result in an annual two-digit increase of road traffic, like in all years since 2004. This development applies nationwide. From 2008 to 2009 the total number of vehicles rose by 15.3% (e.g. motorcycles +14%, 4wheeled vehicles 21.6%, minibus +47%). With an estimated annual increase of 15% there will be 1,550,000 registered vehicles, a 75% increase, in Lao PDR by the end of 2013 compared to 2009, which also marks the end of the project period. 

HI remains the only NGO working in Laos on road safety in line with the National Road Safety Action Plan targeting mainly the most vulnerable road users (pedestrians, cyclists, motorcyclists and farm tractor drivers).

The project aims to make an active contribution to prevent road traffic fatalities, disabilities and injuries and to improve the safe environment for road users in Lao PDR. The components of the projects comprise:

-          Public Awareness related to different risk factors: Helmet Wearing, Drunk Driving, Mobile Phone Use and Speeding,

-          Road Safety Education with the development of a road safety curriculum for secondary schools,

-          Networking with student volunteers at the national faculty,to provide awareness to their peers

-          Community Based Road Safety (CBRS),

-          Data collection and Research

Direct beneficiaries: All road users, but especially young motorcyclists and school students who are at particular risk of being involved in road traffic accidents; government counterparts whose capacity for planning, coordinating and implementing road safety campaigns will be strengthened. 


Geographic location (province, district): Vientiane capital and the provinces of Savannakhet and luang Namtha.
