The Objectives of the Project

Overall objective of the project is to assist the LFTU to visualize and achieve its OHS strategic plan of 2006-2010.

Specific Objectives:

1. To reduce workplace accidents by raising the awareness of construction and timber workers and employers on OHS issues. Especially, to ensure that factory owners are aware of the need to comply with the Labour Code; and to be cognizant of

- the importance of protecting human resources and factory assets

- the human and economic costs of accidents

- the need to improve working conditions and reduce the number of

accidents and occupational diseases.

2. To provide OHS training for provincial trade union staff, district staff and grassroot members in other sectors and factories in 5 provinces including Vientiane Capital City, Khammuan, Savannakhet, Sayyabouly (SYBL) and Champasak (ChPS). (The latter two are extensions to the locations targeted in the 2005 project.)

3. Establish OHS teams at central, provincial, district and workplace units; and improve the capacity of OFTU OHS trainers to deliver effective OHS training.

4. To improve the OHS monitoring capacity of the LFTU by establishing an OHS database; and building the capacity of LFTU staff in IT skills in order to maintain the database.

LFTU’s Strategy for OHS

The LFTU represents the entire Laotian workforce and implements its roles according to the law and regulations of Lao PDR. The LFTU supports the socio-economic development plan of the government of Laos to industrialise the country. In line with this, the LFTU has drafted its strategies for OHS as follows:-
