CARE INTERNATIONAL IN LAO PDR
CARE International is a global NGO working to end poverty and achieve social justice. We rebuild and improve the lives of the most vulnerable groups, especially women and girls who are often the most marginalised individuals in their communities and face unequal access to social and economic rights. In 2024, CARE worked in more than 100 countries around the world, supporting 200 million people from vulnerable communities to fight poverty and social injustice. To date, CARE has supported over 52 million participants to promote lasting change in their lives, in line with the Sustainable Development Goals.
CARE International in Lao PDR began its operations in 1992 and has worked since then to improve the lives of vulnerable groups in both rural and urban areas, particularly the ethnic minority communities. CARE works in partnership with community members, the government, local civil society organisations, and the private sector. CARE currently implements projects in 04 provinces: Vientiane Capital, Phongsaly, Luang Namtha and Sekong.
CARE’s “Marginalized Women and Girls” program empowers women and girls to exercise their rights, to lead and make decisions, and benefit from socio-economic justice through thematic focus on women’s health, women’s economic empowerment and women’s resilience and climate change. CARE has extensive experience and expertise in both areas and will continue to pursue evidence-based practices to deliver long-lasting solutions effectively and sustainably.
About the Role / Job Summary:
This Women Resilience and Climate Action Advisor (WRCA) provides technical guidance and support on CARE’s programs with the focus on building women’s resilience in development and humanitarian settings. The position also leads the integration of the global policy into country level strategy & programming and works to ensure that these strategies are integrated and implemented on the grounds. The position also works to identify opportunities to influence policy, supports resource development efforts including forming new partnerships & building capacities for partners in relevant fields. This position works closely with Regional and Global teams to align synergies and strategies and ensure that relevant technical capacities at the different levels within CARE Laos are strengthened.
Responsibilities and Tasks
Program development and strategy (30%)
– Develop program strategy and approaches that are aligned with global commitments.
– Ensure relevant climate change designs contribute to relevant needs of women, children and their families.
– Contribute to overall policy advocacy planning and implementation
– Contribute to program design and development that support organizational resource mobilization.
– Lead and contribute to relevant technical working groups and engagement.
Technical inputs and capacity building (20%)
– Build capacities for staff and partner in climate change to ensure relevant designs are being implemented in accordance with the designs.
– Contribute to overall CARE capacity development plan in relevant fields.
– Build strong strategic alliances and network for resource acquisition.
– Support/guide/mentor project teams to implement quality and innovative programming
– Involve in the implementation of staff performance and evaluation plans
Research, Monitoring, evaluation and learning (25%)
– Research and evaluate promising practices on climate change action and share the best practices internally and externally.
– Develop and/or refresh methodologies, tools to assess, implement and monitor.
– Ensure that contextualized approach, policies, and guidance are rolled out in all projects.
– Participate in research and analysis that supports women resilience and climate action.
– Work closely with the project teams to ensure regular technical input and monitoring of outcomes and results.
Humanitarian Emergency Response (20%)
– Collaborate with CARE International in ensuring humanitarian response plans and commitments.
– Work with relevant departments to ensure that emergency response protocols are in place and responsive to relevant situations.
– Collaborate and build capacity of staff and partners in order to ensure the implementation of Emergency Preparedness Plans (EPP).
– Participate in emergency response or deployment as required by CARE and the needs of the emergency situations
OTHER RESPONSIBILITIES AS ASSIGNED (5%)
Selection Criteria
Required
- Master’s degree and/or higher professional qualifications in Agriculture, Business, Economics, Forestry, Environment, Climate Change, Development Studies, International Relations, Social Sciences or Technical Field (e.g. Natural resource, Education, Agroforestry) or a relevant field related to the Climate Change preferred
- Strong analysis and problem-solving skills, planning and organizational skills, ability to prioritize multiple tasks and to work gracefully under pressure
- Experience working in developing country/resource-constrained contexts
- Experience in a program development/business development function
- Experience in livelihoods/economic development and/or climate risk reduction with the poor and marginalized – Experience in working with multiple stakeholders
- Experience building effective partnerships between diverse stakeholder groups
Desirable
- Excellent liaison and negotiation skills including the ability to build and maintain networks and relationships.
- Demonstrated ability to respond effectively to challenges, work effectively in a cross-functional, diverse and busy team environment with minimal supervision.
- Proven track record in securing funding in the field of climate change and adaptation, and/or livelihoods.
- Demonstrated leadership and management experience in technical sectoral teams
- Understanding of resilience building and climate action approaches
- Ability to appropriately commission, interpret, and apply research and evaluation activities
- Ability to analyze government policy and implementation of policy
- Ability to influence strategies and plans of partners.
- Ability to define, structure, and solve problems in the uncertain external environment
