Assignment
To provide high-level technical expertise to ASTI’s Senior advisor and public and private partners to finalize national competency-based curriculum development for 7 WBL occupations aligned with national and ASEAN standards, and to facilitate the establishment of formal coordination mechanisms between MoES and MoLSW enabling RES-RPL linkages for qualification progression and lifelong learning pathways

Vientiane with participation in field-based curriculum development activities

Duration of contract
20 days

Date of commencement
In the period from March to June 2026

Main tasks
·       Curriculum Development and Quality Assurance (40%)

·       MoES-MoLSW Coordination Mechanism Development (35%)

·       Assessment and Certification Framework Strengthening (15%)

·       Policy Advisory and Institutional Strengthening (10%)

Qualifications
Essential:

• Advanced degree (Master’s or higher) in Law, Education, Public Administration, TVET, Public Policy, or related field

• 7 years professional experience in law making, policy development, or governance in the education or the TVET system.

• Knowledge of Lao TVET system and institutional structures (MoES, MoLSW, VEDI, SDI)

• Experience working with public authorities and facilitating inter-ministerial coordination and policy dialogue

• Understanding of RPL principles and implementation

• Proven ability to provide high-level technical advisory services

• Fluency in Lao and English (written and spoken)

·       Excellent analytical, writing, and facilitation skills
