We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

Humanity and Inclusion (HI) has been active in Lao P.D.R. since 1996. The organization’s vision is of a Lao society where all adults and children live as equal individuals in a safe environment. Human Resources demands is increasing to support both humanitarian and development projects as well as the implementation of Stratop and the integration with South East Asia Program,
The South East Asia Program includes operations in Cambodia, Laos, Vietnam, Philippines, Myanmar and Thailand. The Regional Program Office is based in different countries of the program, but mainly in Vientiane. The first Regional Operational Strategy will be conceived in 2024-2025 for the next 5 years (2025-2030).
HI is currently seeking a qualified and motivated person to work in the position of The Livelihood project manager.
Position type: Full Time
Type of contract: Fixed duration contract (32 months)
Base location: HouaMeuang office (work location is HouaMeuang & Hiem district, Houaphan province)
The Livelihood project manager will be based in HouaMeuang office and will responsible for managing the project in Houameaung and Hiem Districts concerning Technical Capacity Improvement and Economic Empowerment for people with disabilities and families in Houaphan Province, the project manager will also managing the sub-grant of the Quality of Life Association (QLA). This is to provide over all management and supervision to QLA in implementing the project including planning, budgeting, activities implementation, monitoring and reporting. Regular basis coordinate with sub grantees (QLA) and government partners to ensure the successful project.
The key role and responsibility regarding the project implementation will be specific to:
Project planning
• Ensures the periodic project work plan were developed and ensures that activities are implemented in line with the project proposal and the allocated budget
• Develop annual budget plans, annual operation work plans and procurement plan; update quarterly.
• Prepares and monitors partnership agreements with implementing partners and other potential partners
• Contribute to the development of project concept notes and funding proposals;
• Develop Terms of Reference for each key activity of the project;
Project implementation
• Coordinate with sub grantee (QLA) to ensure the project activities implementation according defied objectives and indicators;
• Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on his/her project
• Coordinates and collaborates with relevant internal services, especially logistics, HR, finance and technical resources
• Mobilize and coordinate resources (human, material, technical) necessary for the implementation of project activities that manage by HI and sub- recipients
• Ensure the project activities completed as defined in the project budget and work plan.
Project data management
• Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards;
• Regular coordinate with QLA team to ensure the data, case study and lesion learnt are proper collected/capture;
• Ensures that data related to the project is collected and compiled in the project database
• Work with MEAL Unit and Technical Unit to develop assessment procedures and tools to identify project strengths and weaknesses (i.e. knowledge and attitude of partners and stakeholders, beneficiary satisfaction, beneficiary quality of life, impact assessment and etc.);
Budget Management
• Review monthly budget follow-up and communicate to the Finance Department as needed;
• Prepare the Monthly Request of Money and ensure it reflects the most up to date need of money for planned project activities; submit it to the operation manager by the 15th of each month;
• Ensure the sub-grant of QLA is well manage and communicate to grant officer as needed;
• Check all requests of professional advances against the approved activity budget and, if compliant, authorize them;
• Check all payment vouchers and receipts from project activities and clearance of professional advances received for the projects’ activities based on HI Financial Rules and Procedures.
Project reporting
• Monitors the achievement of results and indicators, as per the logical framework
• In charge of producing the appropriate reporting tools: quarterly report and PQR report
• Reports regularly to the line manager on project implementation progress
• Contribute to the development of reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
• Develop partner report and make sure the project partner and IMC members are well aware of project progress, results and outcomes;
• Regular coordinate and exchange with QLA team to ensure the information related to project implementation was well captured and collected.
Prepares and steers project evaluation and capitalization
• Plans and monitors the project evaluations (internal evaluation and external final evaluation);
• Produces project capitalization and learning from experience materials;
• Coordinate and facilitate the internal assessment field visits with MLSW and MoFA;
• Ensure all project document, tools, guideline and report are well capitalized
Cross-sector skills
• Solid technical knowledge in economic empowerment and livelihood support for persons with disabilities. Partnership, communication and coordination are required
Qualifications:
• Education requirement: Bachelor’s Degree in business administration, social development or relevant fields,
Experiences:
• Minimum 3 years’ experience in Economic Empowerment and Livelihood Support, preferably with an International Non-Government Organization (INGO).
Behavioral Skills:
• Working as part of a team/network, cooperating
• Empathy; showing interest in what each person is experiencing and feeling, putting oneself in the other person’s shoes, listening to his/her needs, being accepting rather than judgmental
• Resilience to stress and uncertainty

HI offers: approximate Gross salary LAK 23,000,000 – LAK 26,000,000 based on experiences + benefits (13th month, insurances, etc.).
