Swisscontact has been active in the Lao PDR since 2013 with projects in vocational education and training to improve people’s skills and provide them opportunities for a secure income and active participation in the labour market, as well as in the areas of sustainable tourism, waste management, and promoting sustainable consumption and production to create economic opportunities that address climate change and are environmentally sustainable.  The organization is looking for a Technical Project Officer for Policy Dialogue and Research to be based in Vientiane.

Technical Project Officer for Policy Dialogue and Research, SCP Lao project

Start of Employment:  January 2026.

Contract Duration:       1 year with possibility of extension.

Place of work:               Vientiane office.

 Purpose of the Position

The Technical Project Officer is to ensure high quality technical implementation of project activities focusing on the Policy Dialogue and Research Component according to project documentation, and as approved by the Component Manager.  The ideal Technical Project Officer will have a strong background in policy advocacy, basic knowledge on research methodologies, and excellent communication skills to engage in productive dialogue with CSOs, government agencies and relevant stakeholders and contributes to regular internal review meetings with the project team and (where necessary) the Project Manager.

Technical Task and Responsibilities

1) The specific financial and accounting tasks include to:

  • Assist the Component Manager to organize and facilitate policy dialogues, workshops, meetings and other relevant events to engage stakeholders including policy makers (Ministry of Agriculture and Environment), government officials, Civil Society Organizations, Academia, and private sector representatives.
  • Support facilitation of dialogue and collaboration with key stakeholders including government agencies, CSOs, local authorities and mass organization. Build relationships and networks to support policy advocacy efforts.
  • Preparation logistics, budget, agenda development, participant invitations, and follow-up activities to ensure smooth and effective dialogues sessions and other activities implementation under the Component 01 “Policy Dialogue and Research”.
  • Collaborate with team members, CSOs and external consultants to ensure the research activities are conducted efficiently, within timeframe and adhere to high-quality standards.
  • Support the development of MoFA reports (six-month and annually) and contribute to the donor’s report.
  • Contribute to the development of training materials, toolkits, and capacity building initiatives aimed at strengthening the research and analytical skills of CSOs, mass organizations and local authorities.
  • Represents Swisscontact towards partner organizations, government institutions, private sector in the assigned districts.
  • Supports the knowledge and content management (KCM) initiatives as needed by the Communications team.

Administrative and Financial Tasks and Responsibilities:

  • General office and admin support: timely reports, time sheets, budget requests, liquidations, etc.
  • Minute taker/notetaker in relevant meetings/workshops under component 01.
  • Contribute to regular management meetings according to the project’s agreed system;

Other Tasks and Responsibilities:

  • Other tasks / project support as required by the Component Manager or Project Manager.

Requirements for the position  

  • Bachelor’s degree in environmental science, economics, political science, Development studies, or any other related field
  • Experience in research, policy advocacy, or related field, preferably in the environmental sector.
  • Experience in organizing and facilitating policy dialogues, workshops, meetings, or similar events involving diverse stakeholders.
  • Experience in developing and implementing capacity building measures (technical training/coaching) for local CSOs, mass organizations and/or local authorities.
  • Proven experience in working and coordinating with district, provincial, and national level authorities, local CSOs, and mass organizations.
  • At least 3 years of experience in working with international development projects (experience with EU and/or SDC projects is an advantage)
  • Excellent in written and spoken English and the Lao language.
  • Ability to work independently, with high motivation for delivering programme activities to a high standard.
  • Must be a fast learner, proactive, good at management, well-planning, and a team player;
  • Must have good communication, interpersonal skills, presentation, training, and monitoring skills;
  • Excellent computer skills, especially in Microsoft Word, PowerPoint, and Excel, with experience in working with SharePoint, MS Teams, and research software being an advantage.
