We are currently looking for committed and enthusiastic applicants with qualifications and relevant experience to fill the following position:

Senior Program Operations Associate: 1 Position Based in Country Office, Vientiane Capital, Lao PDR.

Position Overview:

The Sr. Program Operations Associate (POA) proactively executes and manages all field-level program operations, encompassing administrative, financial, and logistic tasks. This role provides critical support to the Sr. Program Operations Manager and program staff in optimizing of program delivery, ensuring smooth program implementation and strong stakeholder coordination for all supports and logistics requirements. This position will report directly to the Sr. Program Operations Manager.

Primary Duties & Responsibilities:

Program Implementation and Support:

  • Logistic support and facilitation for the LSE for Gender for Gender for Gender Equality program activity implementation (transportation, accommodation, meeting, training/workshop venue, invitations, etc.) most effective and timely.
  • Coordinate with local government staff for program activity implementation and monitoring.
  • Coordinate and manage delivery of LSE for Gender Equality educational materials and ensure schools receive them at the appropriate time.
  • Prepare official documents including notification, invitation, requests and so forth related to program implementation (including monthly and quarterly plan).
  • Assist Sr. Program Operations Manager to coordinate with counterparts.
  • Primary data collection and data entry and community/school negotiation and community data consolidation.
  • Perform other relevant duties as required.

Planning, Reporting and Documentation

  • Assists in preparing the annual plan of action and budget for the LSE for Gender Equality Program.
  • Collect data, photos for GSD data entry and donor reports.
  • Coordinate with program staff and update MIU.

Accounting and Finance tasks:

  • Prepares cash advance, settlement, and reimbursement for program activities.
  • Ensure all expenditures are properly recorded against budget lines and accounting codes
  • Assist the Sr. Program Operations Manager and the team in implementing the financial controls, related compliances, etc for all program activities.
  • Ensure all MOU compliances are met with the direct supervision and guidance of the AFM.
  • Assist in the preparation of monthly, quarterly and yearly financial reports required by Country Office.
  • Prepare monthly cash forecast.
  • Support and participate in AP&B process (including procurement plan).
  • Perform any other duties assigned by Sr. Program Operations Manager.

Filing and Correspondence:

  • Procurement and inventory management.
  • Take care of the procurement of assets for the field and the program in the provinces.
  • Maintain assets lists for all assets and check assets twice a year (June, December).
  • Assure a regular stock of office supplies, update and maintain inventory records.
  • Make copies or organize the provision of copies for program staff when necessary.
  • Keep record of all outgoing and incoming documents.
  • Deliver and collect letters and materials from government offices and other locations.

Qualifications

Required:

  • Bachelor’s degree in accounting/finance, Business Administration, or equivalent relevant experience.
  • Minimum 5 years of working experience in program operating and accounting in private or international organizations.
  • Experienced in community and school development, with strong communication and local authority liaison skills.
  • Ability to travel regularly to project sites and Province or District offices throughout the region
  • Good interpersonal and communication skills.
  • Flexibility, adaptability and willingness to work in a team.
  • Proven ability to work effectively with schools and communities.
  • Prior success working closely and building relationships with diverse groups of people.
  • Good computer skills (MS Word/Power Point/ Excel).
  • Willingness to learn new skills and accept appropriate responsibility.
  • Lao language skills at native level. Good command of English (both written and oral).
