The role

We are currently looking for Senior Construction Coordinator, based in Oudomxay with frequent travel to Luang Prabang, Luang Namtha and Phoungsaly.

Role Purpose                   

The Senior Construction Coordinator is responsible for leading and coordinating all construction-related activities under the Strengthening Climate Resilience of the Lao PDR Health System Project, ensuring timely, safe, and high-quality delivery of infrastructure outputs in line with SCI and donor requirements. This includes planning, implementing, supervising, and monitoring construction and rehabilitation of health facilities and related structures, in coordination with Save the Children’s technical, operations, and field teams, government partners, and external contractors.

The role holder will ensure all construction works adhere to national building codes, environmental and social safeguards, safety standards, and Donor specific requirements. S/he will also contribute to procurement processes for construction services and materials, oversee contractor performance, and ensure that quality control mechanisms are consistently applied throughout all phases of implementation.

Key areas under his/her responsibility include the development of detailed work plans and engineering designs in coordination with technical consultants, managing construction tendering and contract administration processes, supporting site-level supervision, coordinating engineering assessments, and ensuring robust documentation and reporting.

The Senior Construction Coordinator will play a key role in ensuring effective coordination between SCI’s construction efforts, relevant government authorities (e.g., Ministry of Health, Ministry of Public Works and Transport), donor representatives, and community stakeholders.

In the event of a humanitarian emergency, the role holder may be required to support construction needs in emergency response and recovery activities, including temporary health infrastructure.

KEY AREAS OF ACCOUNTABILITY

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Senior Coordinator- Construction is responsible for supporting the implementation of all infrastructure related activities in Northern Provinces of Laos. This role is a direct technical support to the Provincial Manager and will supervise the Site Engineers assigned for specific tasks.

Project management

  • Complete: process of planning, organizing, coordinating, and controlling of a project effectively and efficiently throughout its phases, from planning through execution then completion and review to achieve pre-defined objectives or satisfying the project stakeholder by producing the right deliverable at the right time, cost and quality
  • Basic: Ensure to apply processes, methods, knowledge, skills and experience to achieve the project objectives.

Project Cycle

  • Problem identification – Formulation and preparation – Project implementation – Monitoring and Evaluation

Programme Implementation

  • Support Provincial Manager and Chief of Party to prepare detailed implementation plan (DIP), procurement and monitoring plan.
  • Provide technical support for the implementation of Infrastructure, WASH and electrification related activities.
  • Ensure technical quality of any new construction, repair, reconstruction or improvements planned.
  • Ensure consultation with intended stakeholders to identify infrastructure needs.
  • Actively involve on need assessment, conduction of feasibility survey, preparing Design and Bill of Quantity (BOQ), work schedule and quality checklist for infrastructure activities.
  • Ensure conduction survey base information of water resource for design and calculation bill of quantities BOQ and good experience for monitoring installation, monitoring construction ground water borehole drill and construction water pump by solar panel in health centre
  • Good understanding water safety process and construction water filter in health facilities HF by install chlorine system
  • Ensure experience conduction dissemination water safety, maintenance water pump, chlorine system in health facilities as requested of GCF project
  • Ensure conducted monthly, quarterly report to DCOP and provincial manager as requested and provide water system information in community and health facilities concern with GCF project to project management
  • Prepare tender documents, support to identify competitive and qualified contractors and suppliers as per SCI procurement policy.
  • Prepare project completion report (PCR) and handover document of the completed structures.
  • Develop programme plan including distribution and procurement schedules in line with programme logistics/supply chain capacity, available transport resources and supply options
  • Support to collect, manage and analyse beneficiaries’ data required for reporting.
  • Ensure programmes accountability through implementation of SC policies and procedures and reporting in line with SC and donor requirements including programme quality monitoring and evaluation
  • Provide technical oversight and regular monitoring of the construction works, verify the periodic progress report share by the contractor for the payment.
  • Ensure construction support are safe and accessible for the beneficiaries, included the ones at risk of exclusion (lactating and pregnant women, children headed household, people with disabilities, etc.).
  • Ensure regular review and impact monitoring to ensure that project support is appropriate and effective, in line with SC accountability commitments to beneficiaries

Capacity Building

  • Identify learning and training opportunities for project staffs and provide on the job training or other means of capacity development as required.
  • Provide knowledge on National Building Code, Specification and practice.
  • Support to prepare BOQ, drawings and work schedule
  • Support review drawing and designing of subcontract as planning to GCF project

General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Perform such other responsibilities as agreed with line management.
  • Demonstrate good leadership skill and become role model.

Coordination

  • Maintain high level of coordination with internal and external stakeholders.
  • Maintain relationship with PHD, NamSaat, DHO and other relevant department.

Emergency preparedness and response

  • Support on damage need assessment from affected provinces and prepare response plan.

 

QUALIFICATIONS AND EXPERIENCE

Academic Qualifications

  • Bachelor’s Degree in Civil Engineering or Architecture

EXPERIENCE AND SKILLS

  • At least 3 years experiences on managing infrastructure or construction related projects in development organizations or construction company
  • High level of proven experience on training facilitation skill.
  • High level of skill on computer software like AUTO CAD and Microsoft packages
  • Strong skill on managing construction contractors.
  • High level of problem solving capacity.
  • Sensitive to diversity and proven ability to manage performance of self and others in a cross cultural environment
  • Excellent English speaking and writing skills
  • Able to travel and live for short periods in various field sites as required

Desirable

  • Report writing capacity
  • Knowledge on structural analysis program ( SAP) will be an asset
  • Experience on Disaster Risk Reduction (DRR), WASH and emergency response.
