About MCC Laos

Mennonite Central Committee in Laos (MCC Laos) is an international non-governmental organization (INGO) that has been working in Lao PDR since 1975 to promote peacebuilding, social inclusion, sustainable livelihoods, and community well-being. It is part of a global network operating in over 45 countries. Currently, MCC Laos implements three core projects: the Anti-Human Trafficking Project in Viengxai District (Houaphanh Province), the Service Inclusion for Persons with Disabilities (SIPD) Project in Samoy District (Salavan Province), and the Youth Supporting Peaceful Pathways (YSPP) Project in Lamam District (Sekong Province).

Position Overview

  • Position Title: Project Officer – Networking and Human Trafficking Response
  • Duty Station: Viengxai District, Houaphanh Province
  • Reports To: Project Manager
  • Employment Type: Full-time (35 hours per week)

Position Summary

MCC Laos is seeking a qualified and motivated Project Officer to support the implementation of its Anti-Human Trafficking Project in Viengxai District, Houaphanh Province. Working closely with government partners, communities, INGOs, and NPAs, the successful candidate will coordinate activities, facilitate prevention trainings, strengthen referral networks, and manage project monitoring and reporting.

Key Responsibilities

  1. Project Planning and Implementation
  • Support project planning, village surveys, assessments, and the direct implementation of anti-human trafficking activities.
  • Work closely with district partners and communities to ensure project objectives are achieved.
  • Facilitate training sessions on trafficking prevention and response for district officers, village leaders, and community members.
  • Assist with the development of project training materials, manuals, and awareness resources.
  • Prepare activity plans, budgets, expenditure reports, and advance requests.
  • Compile and submit monthly, semi-annual, and annual project reports.
  1. Networking and Partnership Building
  • Build and maintain effective working relationships with government agencies, INGOs, NPAs, and community stakeholders.
  • Support coordination and referral mechanisms for survivors and people at risk of human trafficking.
  • Represent MCC Laos in meetings, workshops, and networking events as appropriate.
  1. Communication, Coordination, and Learning
  • Maintain effective communication and promote collaboration among district/provincial authorities, village leaders, partners, and communities.
  • Support monitoring visits and partner engagement activities.
  • Contribute to project learning, reflection, and continuous improvement processes.
  • Participate in staff training, workshops, and carry out other duties assigned by the Project Manager.

Qualifications and Requirements

  • University degree in Social Work, Community Development, Rural Development, or related field.
  • At least two (2) years of relevant work experience in community development.
  • Demonstrated understanding of anti-human trafficking, including its root causes, prevention strategies, victim/survivor protection, and referral systems. Experience in anti-human trafficking programming is an advantage.
  • Strong communication, networking, facilitation, and organizational skills; proficiency in MS Word and Excel.
  • Willingness and ability to travel regularly to villages and stay overnight when required.
  • Commitment to MCC’s vision, mission, values, policies, and safeguarding principles, including Child Safeguarding, PSEA, and GBV.
  • Ability to communicate in English and/or local ethnic languages is an advantage.
