The role
We are currently looking for Provincial Coordinator, based in Saravan District, Saravan province
Role Purpose
Save the Children (SC) is seeking Provincial coordinator for Strengthening Climate Resilience of the Lao People’s Democratic Republic (PDR) Health System Project funded by Green climate fund, which will support the Government of Lao PDR over five years to advance progress on its national climate change and health priorities and commitments by increasing the climate resilience of the health system and strengthening community capacity to manage the current and anticipated health impacts of climate change. The project will strengthen leadership and governance within the health system, so it is climate resilient and strengthen health system capacity in 25 climate-vulnerable rural districts to better manage climate-related disease burdens, including by engaging 100 health facilities in those districts to better prepare for the health impacts of climate change. Through risk communication and community engagement approaches, the project will enable 250 communities to better respond to early warnings, manage and mitigate climate-related risks to health, and seek care appropriately.
The Provincial Coordinator is responsible for the management of all “Strengthening Climate Resilience of the Lao PDR Health System” Project activities as well as finance, logistics, administration, security, representation, partnership and advocacy. S/he will work under the supervision of the Provincial Managers- South. S/he will line manage the district officers in respected districts.
The post holder will serve as the primary lead for the provincial and/or district in Saravan province. The post holder will ensure work plans are executed with quality and in a timely manner. S/he will coordinate, collaboration closely and regularly (through informing Provincial Managers- North) within teams, Logistic & Admin Officer, Finance officer, health technical specialist and MEAL on Project implementation Unit in Oudomxay, Saravan and other related functions of CO teams.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
• Ensure compliance with all relevant Save the Children policies or GCF’s and procedures with respect to child protection, health and safety, climate change, equal opportunities and other pertinent policies.
• Ensure optimal security management procedures and practices are in place and continually monitor the security situation, adapting staff safety procedures accordingly.
• Ensure that child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.
• Take lead implementation of activities: at least 1 district in his /her province
• Support and supervise for district officers for implementation of activities in 3 respected districts
• Support logistic and Manager to building and improving health facilities to be climate change resilience, MCH annex and latrines supported by the project engineers
• May serve as Acting Provincial Managers- North. is out of the duty station.

Planning and reporting:
• Provide comprehensive support to the Provincial Manager – North, contributing to the development of quarterly and annual reports for MoU progress.
• Submit timely and accurate monthly provincial reports to the Provincial Manager – North, covering project status, operational activities, external environment, and identified challenges
• Facilitate monthly district staff meetings, driving progress reviews, collaborative problem-solving, knowledge sharing, and team motivation.
• Collaborate with project staffs to develop and maintain comprehensive work plans, including phased budgets and Detailed Implementation Plans (DIPs).

Program Implementation
• Strategically oversee and supervise provincial project implementation, ensuring close alignment with project objectives, rigorous adherence to the GCF agreement, and the delivery of exceptional technical quality
• Lead the organization for quarterly, bi-annual and annual provincial MoU meetings for project-related programs, in collaboration with the Provincial Managers – North.
• Lead the overall program implementation, effectively delegating field delivery tasks to guarantee high-quality programming that achieves project objectives
• Ensure programs are implemented in a manner that is responsive to communities, health workers, and children, adhering to project values and compliance procedures, and collaborating with government and partners.
• Ensure timely and effective implementation of project activities , maintaining budget control, transparency, and compliance with donor regulations
• Support the monitoring and implementation of climate-resilient health facility renovations
• Drive community engagement by establishing village-level committees or partnering with existing groups and volunteers at key stages of the integrated climate change resilience health promotion process
• Ensure gender equality and the inclusion of all groups are promoted within all village-level committees
• Ensure active involvement of all relevant stakeholders, including men, women and children, in all community-level project processes through participatory approaches, empowering them to drive climate change resilience and health improvements;
• Facilitate community-level dialogue and action on climate and health, working in partnership with government partners and SCI technical specialists to strengthen community capacity and participation

• Work alongside government partners and technical specialists to facilitate activities that build capacity in target health facilities, promoting climate resilience and enhanced readiness.
• Support capacity building for project staff and government counterparts at provincial and district levels

Finance, logistic and Administration:
• Work with the Provincial Project Manager – North and district officers to develop accurate monthly fund requests and ensure their timely submission to the SCI Office
• Regularly monitor expenditures on a monthly basis against the approved project plan and budgets
• Ensure all relevant project documents are filed and shared with the project team as required
• Maintain financial integrity by ensuring transparency and accountability in all disbursements
• Support Supply Chain staffs to update and maintain project assesst list and procurement plan.
• Support the organization of trainings and meetings within the assigned province and districts
• Assist logistics staff in ensuring the proper maintenance and functionality of the project’s vehicles, equipment, and other assets
• Assist the Provincial Finance officer and CO Finance Manager to collect and submit the reports from DHO and PHD after endorsement from respective departments.

Monitoring, Evaluation, Accountability and Learning:
• Assist in the execution of baseline, midterm, and endline evaluations, and other assessments as needed
• Monitor project implementation, ensure adherence to financial and budget reporting requirements, and provide operational support to project.
• Contribute to ensuring program materials are appropriate for the targeted age, ethnic and gender of participants
• Conduct regular field visits to program activities to assess quality, identify best practices, address issues, and provide technical support to implementation teams, including monitoring the Child Safeguarding Risk Management Plan
• Work closely with the MERL staffs to support the design and implementation of MEAL tools, enabling the effective tracking and reporting of program achievements and challenges, and ensuring learning is used to drive continuous program improvement
• Assit the organization and facilitation of annual review workshops with provincial and district stakeholders to reflect on achievements, challenges, and key improvements

Coordination / Representation
• Ensure smooth project implementation by building and maintaining effective working relationships with SCI Laos staff, partners, and field offices
• Represent SCI at PHO and DHO annual meetings, and other relevant forums
• Maintains regular communication with NGO partners and government agencies, particularly provincial and district health offices, to exchange information and provide program progress updates and avoid duplications
• Facilitate field visits for donors and other SCI staffs as required

Management, Advocacy and Communication
• Staff and Performance Management
• Ensures that staff are trained to the policies, procedures and guidelines such as: Child Safeguarding, anti-Fraud, security and procurement; as well as GCF requirements;
• Conducts twice yearly participatory appraisals to assess performance and development of staffs under his/her supervision. Also, quarterly appraisals to be completed on time.
• Incorporates staff development strategies and Performance Management Systems into team building process;
• Establish measurable objectives, on-point feedback, periodic reviews and fair and unbiased evaluations; Coaching, mentoring and other developmental opportunities; Recognition and rewards for outstanding performance; Documentation of Performance that is less than satisfactory, with appropriate performance improvement/work plans;
• Manage and motivate staff under his/her direct supervision, ensuring that they have clear objectives and receive meaningful feedback on their performance;
• Encourage a culture of learning, creativity, innovation, and responsibility that achieves results and meets the needs of the beneficiary communities.
• 1:1 meeting with staff to coach, advise to ensure that the staff are responsible for optimizing their productivity through effective management and leadership techniques.

Policy and Human Resource management:
• Ensure that SCI HR policies are followed by all project staff and are correctly reported (e.g. sick leave, working hours, etc.)
• Ensure that security and safety as well child safeguarding policies/regulations are correctly followed by all project staff.
• Ensure that all project staff members are aware of and fully comply with all SCI policies and procedures.
• Comply with GoL procedures and policies compliant to the SCI Laos mission and vision as well as with donor contractual obligations and the need to ensure project quality.
• Ensure that all project staff clearly understands their roles and responsibilities. On the basis of their job description and provide constructive feedback to staff in line with SCI Policies.
• Ensure comprehensive and constructive performance reviews are completed on a timely basis and facilitate discussion of performance and training requirements of staff members
• Undertake all areas of responsibility in a professional manner and in a way that enhances the reputation of the projects and the reputation of SCI in Lao PDR.

Dual mandate:
During an emergency, contribute to rapid assessment and response in provincial area

QUALIFICATIONS AND EXPERIENCE:
Academic Qualifications:
• Minimum Bachelor or high diploma degree in , public health, nursing, community development and environment and science or related field.

EXPERIENCE AND SKILLS
• Minimum of 3 years’ experience of managing as provincial management with INGOs in Laos.
• Extensive experience in project management and ability to lead a project and support a team working from remote locations.
• Minimum 5 years of proven experience in community development, specifically in health, WASH, and climate resilience projects
• Strong team management and capacity-building skills and experience.
• Ability to represent the Project, promote and advocate for children’s rights and maintain good relations at provincial , district and community level.
• Commitment to and understanding of the Project’s aims values and principles.
• Team player with capacity to coordinate multiple stakeholders, work under pressure and tight deadlines and manage multiple and competing priorities.
• Ability to work and stay in community.
• Good computer skills in Office applications
• Clear and concise communication skills in English and Lao at good level.
