The role

We are currently looking for Project Technical Senior Coordinator based in Vientiane Capital

Role Purpose

Save the Children International (SCI) together with WMP and the Ministry of Health implemented Phase 1 in Laos PDR in 2022-2023 across 32 villages in Chanthabouly and Xaysettha districts, Vientiane. The new scale-up Phase II, SCI will continue collaboration with the Department of Communicable Disease Control of the Ministry of Health (DCDC, MOH) and WMP with an overall goal of contributing to the reduction of dengue transmission in Laos. SCI will work with the Ministry of Health and the provincial health offices in the selected locations in Vientiane Capital to support releases of Wolbachia-carrying Ae. aegypti.

The project technical senior coordinator is responsible for the coordination, management of lab and field staff and quality assurance of lab and field activities, as well as transport logistics and equipments. He/She must communicate regularly and effectively with the communication and engagement team, data/MEAL team, to ensure project objectives are delivered at high quality within the required timeframes.

The project technical senior coordinator reports to the Project Manager and is responsible for reporting on a weekly basis the status of field and lab activities including mosquito rearing, mosquito release, monitoring activities, etc.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

  • Lead the field entomology activities, providing expertise at a high level.
  • Provide leadership and direction to the field entomology team ensuring field activities are conducted with rigor and in accordance with policies and procedures.
  • Prepare work plan, logistic plan related to the mosquito release activity.
  • Collect, evaluate and analyse field data, and compile reports on findings.
  • Supervise and coordinate staff activities in the field.
  • Supervise mosquito rearing team to ensure activities are streamlined between the laboratory and field.
  • Collaborate with the MEAL/Data and GIS team to ensure data capture of field activities is of high quality.
  • Collaborate with the Communications & Community Engagement team to ensure the public and media are aware of work and public acceptance is received.
  • Undertake engagement activities with communities to ensure that they are aware and supportive of project activities.
  • Conduct TOT training to relevant governmental staffs on the Wolbachia deployment method.
  • Collaborate with administrative staff to ensure equipment procurement is organised before activities need to commence.
  • Logistics management for the activities of the project.
  • Identify, communicate and monitor project progress against objectives, and provide regular updates to key stakeholders including the World Mosquito Program.
  • Support Project manager to prepare the workplan including budget plan, Annual, quarterly, Monthly plan and monitoring team to clear the advance ontime.
  • Support the communication team to conduct the health education, gender & climate change event at school and community.
  • Participate in other SCI/project activities where required.
  • Regular travel to project sites.

Qualifications

Bachelor’s degree and/or equivalent professional qualifications in relevant fields (science, entomology or health sciences).

 

Experience and Skills

 

Essential

  • At least 3-5 years of professional experience in finance, logistic and administrative functions;
  • Good communication skills including the ability to work with external groups, communities and householders.
  • Experience in communication and cooperation with government, including local level.
  • Experience in managing logistic for the activities of the project.
  • Ability in leading a team of field staff in a changing and dynamic work environment.
  • Previous experience working with mosquitoes or insects.
  • Well-developed oral and written communication skills.
  • Excellent computer literacy (including MS Office software and google drive suite) and ability to quickly adapt to and learn software platforms.
