POSITION DESCRIPTION
POSITION TITLE: Project Assistant
PROGRAM: Laos Counter Trafficking In Persons (CTIP) Program
LOCATION: Vientiane, Laos
REPORTS TO: Finance and Administration Director
POSITION SUMMARY:
Winrock International implements USAID Laos Counter Trafficking in Persons (Laos CTIP) Project to reduce the vulnerability to human trafficking among target populations in Lao PDR by supporting prevention of human trafficking through advocacy, institutional capacity building at different levels, and empowerment of at-risk populations; and protection of TIP survivors and at-risk populations by strengthening the service provisions since 2017. Laos CTIP will continue to implement the project until mid-2027.
The Project Assistant will provide general office, clerical, financial and administrative support. In collaboration with technical team, Support office logistic arrangement, oversee office management function including maintenance of the building and office equipment.
ESSENTIAL RESPONSIBILITIES
- Handle travel arrangements including transport, hotel stays, and any relevant logistics while overseeing compliance with donor and Winrock’s travel rules and policies.
- Coordinate with the Government and draft necessary documents to obtain visas and work and stay permit and renew them for DCOP and any incoming foreign experts.
- Provide and facilitate the logistical and administrative needs of the office and staff including arranging meetings, training and workshops outside the office as well as within the office and taking meeting notes.
- Oversee office management functions such as maintenance of the building and coordination with the landlord for maintenance and security issues; and of office equipment including coordination with the suppliers to maintain printers, fax, internet, network and others equipment.
- Manage incoming and outgoing correspondence record and systematize office library and filing system of such documents as well as other Laos CTIP documents/reports.
- Respond to incoming calls and general inquiry emails, make appointments with Government officials, and other external partners.
- Prepare vehicle planning requested by Winrock Staff
- Obtain information from government and communicate with USAID for Leahy Vetting process and maintain it until new cycle starts running.
- Support project in collecting and following government list of participants for any project interventions.
- Support project in drafting, formatting, and submitting official letters to government and other partners in Lao and English.
- Translate correspondence and other materials from Lao to English and vice versa, and act as interpreter for visitors as needed.
- Maintain contracts with all relevant stakeholders, act as liaison to relevant Government Agencies in central and Provincial level.
- Act as a custodian to monitor monthly pretty cash report and replenishment
- Obtain price quotations and purchase equipment, monthly office supplies and stationaries
- Supervise driver, housekeeper, and interns.
- Other duties as assigned
QUALIFICATIONS
- Minimum three to five years experiences on project assistant.
- Three to five years’ experience in working and communication with government and development partners.
- Knowledge and understanding of office logistic and procurements.
- University degree (B.A/B. S, higher or master) on relationship, management or related topic.
- Interest in and enthusiasm, delegate for the mission of Winrock/Laos.
- Fluency in Lao and English.
- University degree (B.A./B.S. or higher) in Administrative or related topic
- Interest in and enthusiasm for the mission of Winrock/Laos
- Fluency in Lao and English
- Advanced knowledge of word processing, spreadsheet (Excel) and accounting software required
