The Resource Development and Grants Specialist will play a critical role in supporting the national leadership in developing new projects and program proposals and delivering new growth and partnership opportunities in Laos Programs to ensure we meet our impact ambition for the most vulnerable children.

In this full-time, fixed-term position (one year with possibility to extend), the purpose of the job:

Programme Effectiveness Manager is required to ensure that all projects (PNS/ Grants/ Sponsorship) have high standard of quality of ministry in design, sectoral integration, cross cutting consideration leading to strategically positioning the priority technical sectors in programming at all levels in line with Partnership standards and national strategy.

Provide leadership to the technical leads (sectors, cross cutting themes) continually drive improvements of programme effectiveness towards sustained well-being of children at all levels: Area programs, District, Provincial and National levels for maximum benefit and impact on the communities whom we serve, whilst ensuring ministry quality objectives remain true to World Vision’s Vision, Mission and Core values.

It is expected to provide leadership to a group of technical professionals based in the National Office or in the field offices, including Technical Advisors/ Technical Specialists. Program Effectiveness Manager will actively support the POI in ensuring Programme Quality through Transformation Development to meet Partnership standards related to Ministry Quality and will work closely with the Field Operations, MEAL, Resource Development and other National Office departments as needed. This position is based at National Office in Vientiane, Laos and will have extensive travel to all field locations in the country.

Major Responsibilities

 

Technical Programmes Design and Implementation

  • Develop sound Technical Programs as per the Country Strategy priorities and ensure the effective implementation aiming maximum impact to the most vulnerable children in the context.
  • Ensure timely availability of contextualized programme models, approaches, tools, operational guidance and capacity development plans, implemented and monitored as needed.
  • Ensure technical programme staff are adequately equipped and updated for effective implementation of Technical Programs as per global standards.
  • Support technical staff both at national and field levels to strengthen the Pathways of Change to enable better validation and insight into the change process WV Laos is contributing to.

Programme Effectiveness and Quality Assurance

  • Ensure that technical leads conduct periodic analysis of Child Well Being results from across the national Technical Program portfolio and support the development of Technical Programme progress reports, Child Well Being Impact reports, annual reports, annual business plan progress etc.
  • Actively engage periodic audits, stakeholder programme reviews, reflections, learning, research, capacity building opportunities and consultations as needed.
  • Monitor the external and internal strategic landscape and make timely recommendations to the Program, Operations and Impact team for decision making and effectively manage the reputational and operational risks

External Representation and Partnering

  • Ensure technical leads proactively engage external stakeholders including peer agencies to create and exploit partnership opportunities for child well-being.
  • Strengthen learning and research to better understand the landscape of social change in Laos and the roles of various development actors to inform WV Laos positioning and partnering approaches.
  • Support POID, RDD, ND in representing WV Laos to donors, Partners, government ministries and other organizations as needed.
  • Engage with Regional Office, Global Centre and Support Offices as appropriate to ensure good mutual understanding and support.
  • Be an effective spokesperson and representative for WV Laos Advocacy agenda.

Strategy Development & Management

  • Contribute to develop National Strategy in alignment with global standards, sector priorities and local contextual needs ensuring the maximum benefit to the most vulnerable children.
  • Ensure that effective, well aligned Country Strategy implementation plans are in place and being monitored (Annual Business Plan, Multi Year Plan and Budget (MYPB), Organisational Capacity Plan (OCP) and Strategy Support Team (SST) action plan etc.).
  • Ensure that processes of periodic review and reflection of strategy implementation is in place to assess progress towards achieving strategic objectives and take necessary actions to ensure to achieve the objectives.

Leadership, Coaching and Collaboration

  • Ensure a supportive and learning environment for the technical staff through continuous coaching, mentoring and capacity strengthening as needed and facilitate understanding and application of Transformational Development.
  • Support the professional development of technical staff, including emphasis on leadership development that would contribute to strengthen the programs and quality.
  • Ensure strong and effective collaboration among technical staff, Field Operations, MEAL, Resource Development and other relevant departments at National office and respective field teams to maximise CWB impact.
  • Encourage the appropriate expression of WV’s organizational identity, WV’s Vision, Mission, Core Values as appropriate in the Local Context.

Knowledge and Qualifications

  • At least 3 years programme management experience in an international development organization.
  • Previous experience working in Laos or SE Asia, and/or experience working in World Vision.
  • Demonstrated experience in programme or project design, implementation, monitoring, evaluation and report writing
  • Strong strategic and operational planning skills and ability to prioritise and handle multiple tasks.
  • Programming knowledge of a specific WV ministry sector.
  • Ability to analyse and solve problems, innovate, persuade, network and negotiate.
  • Excellent written and verbal communication skills
  • Ability to work gracefully under pressure
  • Master’s Degree in international development or relevant social science, or similar disciplines.
  • Critical thinking, Creative and innovative thinking, and facilitation skills.
  • Understanding of research, advocacy and knowledge management.
  • Have at least one sectoral program expertise.

Work Environment:

Sometimes requires working overtime or on holiday/weekends to meet strict deadlines

Field travel/project visit to the provinces approximately 10-15% of the time
