Private Sector Engagement Consultant/Short-Term Expert (Lao PDR)
Assignment
To provide technical assistance and capacity building to LNCCI and participating enterprises to successfully pilot WBL programs in 7 occupations, strengthen private sector engagement mechanisms, and establish sustainable enterprise-led WBL coordination models aligned with national frameworks and ASEAN standards.

LNCCI/ ASTI office in Vientiane
Duration of contract
35 days (2-3 days per week from March to June 2026)
Date of commencement
In the period from March to June 2026
Main tasks
· Enterprise Mobilization and Partnership Development (40%)
· WBL Implementation Support and Quality Assurance (35%)
· LNCCI Institutional Capacity Strengthening (15%)
· Financing Mechanisms and Sustainability (10%)
Qualifications
- Degree in Business Administration, Marketing, Communication, Banking, Private Sector Development, Human Resource Development or related field
- Strong understanding of the Lao business environment, enterprise operations, and employer association structures.
- Minimum of seven (7) years of professional experience in communications, marketing, private sector development, or related fields.
- Demonstrated ability to convince, engage, and mobilize stakeholders to establish partnerships and/or invest their resources.
- Proven understanding of the value of workforce development for enterprise growth, and recognition of human capital development as a strategic investment for productivity and long-term growth.
- Strong facilitation and negotiation skills.
- Excellent analytical and critical thinking abilities.
- Experience with media and communication tools is a strong asset.
- Understanding public–private partnerships and multi-stakeholder coordination mechanisms is desirable.
- Knowledge of TVET, skills development, professional development, or workforce upskilling is an advantage.
- Excellent relationship management and stakeholder engagement skills.
- Fluency in Lao and English (written and spoken)
· Strong coaching and capacity building skills
