The role
We are currently looking for Primary School CPD Coordinator for GPE-STG Project (3 positions) based in Vientiane Capital
Role Purpose
The Ministry of Education and Sports (MoES) has received a System Transformation Grant (STG) from the Global Partnership for Education (GPE) to implement the “Foundational Learning Improvement Project” in disadvantaged communities of 9 districts from 5 provinces: Luang Namtha, Luang Prabang, Vientiane, Salavanh and Saysomboun. The implementation period is 3.5 years starting from July 2025 to December 2028. The MoES is an implementing agency for the GPE-STG project and Save the Children is the grant agent providing fiduciary and technical oversight of the grant.
The GPE-STG program has been designed within the approved parameters of the Partnership Compact 2024-2028 that reflects extensive dialogue between the Government and its development partners, which is based on a comprehensive analysis of enabling factors and educational data. The priority reform objective of partnership compact is “Improving foundational learning outcomes for all and supporting students in lower secondary”. To achieving this reform objective, the GPE-STG project design includes the following components:
- Expand one-year school readiness programs for five-year-old children
- Strengthen continuous professional development (CPD) for primary school teachers
- Support girls at risk of dropping out of lower secondary schools
This position is reserved for Lao nationality only.
KEY AREA OF ACCOUNTABILITY
Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.
Key responsibilities:
The CPD Technical Coordinator will support the Department of Teacher Education (DTE) in implementing and strengthening the national Continuing Professional Development (CPD) framework in line with the System Transformation Grant (STG) priorities. The Coordinator will provide technical assistance for teacher professional development policy, materials, and delivery systems, and will ensure strong coordination among national, provincial, and district education actors. The position will also liaise with other technical staff from Development Partners (DPs), International Non-Governmental Organizations (INGOs), and education stakeholders working on teacher development in Laos to ensure coherence and alignment in CPD-related support.
Specific roles and responsibilities:
Technical Assistance & Coordination
- Work in close collaboration with DTE to support implementation of national CPD strategies and plans under the STG.
- Provide technical support in the review, development, and rollout of CPD content, tools, and materials for primary teachers.
- Assist in strengthening the national and subnational systems for teacher training, coaching, mentoring, and monitoring.
- Coordinate with TTCs, Provincial Education and Sports Services (PESS) and District Education and Sports Bureaus (DESBs) for implementation of CPD activities.
- Liaise with technical staff from DPs and INGOs working in teacher professional development to ensure harmonized efforts and reduce duplication.
- Support the integration of gender equity, disability inclusion, and active learning pedagogy into CPD content and practices.
Capacity Building
- Support DTE in building capacity of national, provincial, and district-level teacher trainers, pedagogical advisors, and mentors.
- Organize and facilitate technical meetings, training workshops, and consultations with government and education partners.
Monitoring, Evaluation, and Learning
- Collaborate with the STG MEL team and DTE to track progress against CPD indicators and targets.
- Participate in field monitoring and feedback loops to improve the quality and effectiveness of teacher professional development delivery.
- Contribute to technical reports, case studies, and documentation of CPD best practices and innovations.
Policy and System Strengthening
- Support DTE in reviewing and revising national CPD policies, frameworks, and operational guidelines.
- Provide technical inputs to inform teacher management, career pathways, and professional standards linked to CPD.
- Advocate for institutionalization and sustainability of the CPD system through engagement with key stakeholders and donors.
Qualifications And Experience
- Bachelor’s degree in education, Teacher Training, Educational Planning, or a related field.
- Minimum 5 years of experience in teacher education and professional development, preferably within Laos or a similar context.
- Solid understanding of national CPD policies and teacher development systems in Laos.
- Demonstrated experience working with government education departments, particularly DTE, is an advantage.
- Experience in facilitating multi-stakeholder coordination with DPs, INGOs, and education actors.
- Strong facilitation, interpersonal, and capacity-building skills.
- Excellent written and spoken Lao; good proficiency in English is required.
Contract length: Full time/Fixed term contact with Ministry of Education and Sports
