Norwegian People’s Aid (NPA) is a Norwegian humanitarian organisation supporting mine action and disarmament, capacity building, and development in many countries around the world. NPA has been engaged in the clearance of unexploded ordnance (UXO) in Lao PDR since 1997. NPA is currently working to survey and clear UXO across four provinces in southern Lao PDR: Champasak, Saravan, Sekong, and Attapeu. Our main offices are located in Vientiane and Pakse.

NPA’s Lao PDR programme is now seeking a qualified, enthusiastic, experienced, and well-motivated person for the following position:

  1. Junior Field Administrative – Human Resource Officer (FJAO): 01 Position (Based: Attapeu Province)

General responsibilities

The Junior Field Admin/HR Officer works under the guidance of the Admin/HR Manager in the implementation of administration and human resource duties to provide assistance to the Field Senior ADM/HR Officer in supporting for NPA Lao PDR Vientiane Country Office and Operations. (But not limited to). The position is based in Field Office (Attapeu) but may rotate to other NPA base such as: Champasak, Sekong and Salavan and working both schedules same as OPS Schedule and Monday – Friday.

Specific duties

  • Creating, maintaining and update filing systems
  • Dealing with telephone and e-mail enquiries
  • Be responsible for reception desk, and receive visitors and guests to the NPA office in a professional and pleasant way
  • Receive incoming messages and correspondence and distribute information to relevant NPA personnel
  • Arrange an accommodation for NPA visitors and staff on duty travel.
  • Prepare proper document for the payments of consumable items, utilities and other expenditures that are under Admin/HR Department’s responsibility of imprest cash or a direct payment to Finance Section
  • Be responsible for refilling fuel for field vehicles
  • Arrange the meetings and take minutes if required
  • Keep an updated mailing list of all NPA contacts
  • Ensure that the office is clean, orderly and functioning according to the needs of programme
  • Control, keep record for staff Timesheet, leave, recruitment, resignation and report to Field Senior Officer
  • Submit an annually updated provincial staff list to the International Relation Department (IRD), Provincial MoFA and settle for an obligated administration fee to IRD
  • Be responsible for conducting any processes of field recruitment.
  • Liaison and report to the provincial authorities as be required.
  • Perform other duties as may be assigned by OM, TFM, OC, TC, POC & POO

Required qualifications:

Must have:

  • University degree in related field as the position responsibilities as above.
  • Experience of working as Administrator at least two years
  • Experience in working in the Human Resources area
  • Proficiency in MS Office, particularly MS Word, Excel and Outlook

Desirable:

  • Previous working experience for an international non-government organization
  • Experience of working with a UXO Sector
  • Experience of working in coordination with provincial/district authorities
  • Priority is for candidates from 4 Provinces in South (Champasack, Salavan, Sekong and Attapeu)
  • Good computer skills.
  • Valid driving license (AB).

  • Ability to work in a systematic, structured and organized way; to prioritize multiple tasks with support when required; and be flexible to adapt to changing work load and variety of tasks
  • Ability to meet deadlines and work calmly under pressure and limited supervision.
  • Proactive and self-sufficient approach is required
  • Good communication skills with high cultural understanding and interpersonal skills are required
  • Strong leader and team player with required willingness and ability to work long hours where required.
  • Flexible to be able to work outside working schedule in case of any emergency, urgent or important tasks as required.
  • Willingness to travel regularly between NPA areas of operation in Southern of Lao as well as Vientiane
  • Excellent health.
