Norwegian People’s Aid (NPA) is a Norwegian humanitarian organisation supporting mine action and disarmament, capacity building, and development in many countries around the world. NPA has been engaged in the clearance of unexploded ordnance (UXO) in Lao PDR since 1997. NPA is currently working to survey and clear UXO across four provinces in southern Lao PDR: Champasak, Saravane, Sekong, and Attapeu. Our main offices are located in Vientiane and Pakse.
NPA’s Lao PDR programme is now seeking a qualified, enthusiastic, experienced, and well-motivated person for the following position:
1. Field Information Technology / Information Management Officer (IT/IM Officer): 01 Position (Based in Pakse office, Champasak Provinces)
General Responsibilities
The Information Technology (IT) and Information Management (IM) Officer will be crucial in providing technical support for IM systems, primarily focusing on IT responsibilities and conducting final data quality checks for IMSMA reporting to NRA. This position will be based in the Pakse office. It will ensure the smooth functioning of the office’s IT infrastructure, provide technical assistance to staff, and conduct final data quality checks on IMSMA NG reporting to NRA Lao PDR. The IT-IM Officer will collaborate closely with IM officers, the IM Coordinator, Logistics section and the IM Advisor in the south to align IM practices and maintain data integrity
Specific duties:
Information Management Support:
• Collaborate with IM officers in the south to ensure alignment of IM systems, data management procedures, and reporting standards.
• Conduct final quality checks on IMSMA NG reporting, ensuring accuracy, consistency, and adherence to established guidelines.
• Assist in the development and implementation of IM strategies and workflows.
• Contribute to improving data collection, storage, and analysis processes.
• Have the day-to-day responsibility for the management of information management related tasks in the project/programme.
• Make sure the data quality of field operation progress is checked and entered Survey123 and ArcGIS Online from different locations
• Produce overview and operational progress maps
• QC/QA on operations reporting sourced from different locations
• Ensure the NPA operational reports are accurately transferred into the IMSMA database based on the NRA requirements
• Work closely with IM and Ops staff to follow up, monitor, and QC of all field reports (Survey123) and ensure that data quality requirements are met.
• Create a specific GIS dataset to support operations at the field level.
• Create, manage, backup, and restore GIS projects and GIS data, and manage complex and soft copies accordingly
• Report any unclear technical task to the IM Coordinator/IM Advisor and request mentoring
IT Support:
• Manage and maintain the office’s IT infrastructure, including hardware, software, and network systems based on the NPA ICT rules and regulations
• Troubleshoot technical issues related to computers, peripherals, and software applications.
• Provide technical guidance and support to staff on IT-related matters.
• Stay updated on emerging technologies and recommend their integration for improved IM practices.
• Coordinate with the Head Office IT department in Oslo to implement new technologies or software provided by the Head Office.
• Ensure that all software/Applications used in the NPA Lao PDR is genuine and approved by the Head Office
• To assist and closely work with the IM Coordinator in managing the overall delivery of the Information and IT plan in an effective and efficient manner
Qualifications Required:
• Good working experience with an understanding of database systems. IMSMA experience is an advantage.
• Good level of written and spoken English.
• Good ICT knowledge and proficiency with MS Windows and Office applications
• Previous experience working within the UXO Sector and, particularly, in the field of information management is an advantage.
• A driving license is an advantage.
Desirable:
• University degree in communications, ICT, database management and computer science.
• Previous experience working with database management and computers with different organizations national and international
• Experience working on development or humanitarian projects
