Position title: National Monitoring and Evaluation Specialist– (GEF-LDCF), WWF-Laos
Reports to: National Project Coordinator, WWF-Laos
Department: Conservation
Location: Vientiane Capital, Lao PDR, with frequent travel to Nam Poui GEF sites
I. Background
The World Wide Fund for Nature (WWF) has had a presence in Laos since the late 1980s, when it contributed to some of the first biodiversity surveys that established Laos’ protected area system. The office in Laos was officially established in 2001. Today, our main office for WWF-Laos is in Vientiane Capital, with field offices in multiple provinces.
WWF-Laos works with government, civil society, the private sector and other partners to address the drivers of biodiversity loss and to move towards a greener nature-based future where the people of Laos can thrive and live in harmony with nature.

Conservation is WWF’s core work, and our programmes in Laos are implemented under four broad thematic areas: Forests, Wildlife, Freshwater and Circular Resilience. As outlined in WWF-Laos’ 2026-2030 strategic plan, we focus our conservation efforts in three main landscapes, eight priority sites and three cities.
The 6 year WWF Global Environment Facility (GEF) project in Laos, ‘Climate Adaptive River Basins of Sayaboury (CARBS)’ will begin execution by the Department of Water Resources of the Lao Ministry of Natural Resources and Environment, in partnership with WWF Laos in 2026.
The project aims to address climate change impacts in six highly vulnerable districts spread across the Nam-Poui, Nam-Poun, Nam-Lay, and Nam-Houng basins in Sayaboury province, Lao PDR. These areas are prone to floods and drought, affecting subsistence agriculture communities. The project focuses on enhancing adaptation capacity to mitigate crop losses and reduced yields caused by climate variability and water scarcity.
As Laos transitions from Least Developed Country (LDC) status, WWF-Laos remains a key technical partner, helping to align national conservation goals with practical, field-based solutions.
II. Major Functions:
The National Monitoring &Evaluation Specialist (M&E) will have full responsibility in ensuring delivery and quality of work programmes of components, annual component work plans and budget, and coordination of all components. He/she will provide overall guidance in implementing activities in the six-target district in Sayaboury Province and ensure smooth coordination with other projects on a day-to-day basis.
The M&E will also provide overall coordination of day-to-day project planning, implementation, monitoring and overall management. He/she will provide technical guidance and technical advisory support to project implementing agencies and responsible parties to ensure realization of all outputs and outcomes as outlined in the approved project document and work plans developed by the project.
III. Major Responsibility
Working closely with the National Project Coordinator, implementing partners, government agencies (notably the Department of Water Resources – DWR), and WWF, the incumbent will perform the following tasks:
A. Monitoring and Evaluation
- Monitor the implementation of the project on the basis of process, outputs and outcome indicators indicated in the project results framework.
- Set up and maintain a database for the management of the results framework within the Annual Workplan and Budget tracking sheet. In collaboration with data providers, identify data sourcing methods and agree on all aspects of budget, frequency, reporting, etc.
- Ensure the successful commissioning of the M&E plan through participatory processes and within the specified timelines.
- Modify and update M&E toolkits and logframe for projects as needed.
- Plan and deliver the M&E training for project staff, DWR at the central and local levels, and relevant stakeholders that engage in the M&E work.
- Analyse monitoring information for all activities, outputs and outcomes of the project with support from the Technical Specialist, National Project Coordinator, relevant government officers at DWR, and WWF.
- Analyse monitoring reports for the project team in the field and verify with DWR and WWF team.
- Prepare 6-month and annual project progress incorporating gender-disaggregated information in collaboration with the National Project Coordinator and project specialists.
- Effective record keeping by maintaining soft and hard copies of files for purposes of spot checks, audits, quality assurance and M&E.
- Identify potential problems and report to WWF GEF Agency based on the information from the M&E analysis and maintain risk, issue and communication logs on behalf of the project.
- Conduct regular field visits to distribution sites in Sayaboury Province to check viability in relation to the number of beneficiaries, rations, commodities and quantities distributed.
- Develop surveys for stakeholders and information gathering tools to assist in data collection
- Conduct monitoring interviews with beneficiaries to verify written reports.
- Develop, maintain and manage the M&E database of the project, incorporating gender-disaggregated information in collaboration with the Safeguards and Gender Officer
- Coordinate and liaise with government counterparts at central and local levels and WWF, and liaise with other development programmes to improve timely delivery and quality of the monitoring reports, semi-annual and annual reports to WWF GEF.
- Participate in knowledge transfer and capacity building of national project staff in M&E.
B. Coordination and Integration
- Serve as the focal point for M&E, communication, and KM functions, ensuring integration and coherence across these areas.
- Coordinate closely with DWR, WWF, national institutions, and other development programmes to align reporting formats, harmonize indicators, and share lessons learned.
- Maintain and regularly update risk, issue, and communication logs based on monitoring results and stakeholder feedback.
- Represent the project in external M&E and KM-related meetings, forums, or communities of practice at the national and regional level.
- Ensure full inclusion of gender, equity, and social inclusion considerations across all M&E, communication, and KM activities.
Results/Expected Outputs:
- Contributed to the achievement of the anticipated results of the CARBS project.
- Streamlined management, systematic monitoring and data maintenance.
- Produced high quality reports and materials relating to project progress, performance, and impacts
- Enhanced capacity of project staff, DWR at national and local levels, and relevant government agencies as well local community to understand and monitor project results
- Contributed to better reporting on the concerns related to gender disaggregation and roles.
- Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
IV. Requirements Qualifications
- Postgraduate degree in Project and/or Program Management in natural resources management, environment, climate change and sustainable development and related fields
V. Required Skills and Competencies
- At least 7 years working experience in project implementation/management of projects within the disciplines of environmental science, integrated ecosystem based adaptation, integrated water resources management, natural resource management or other related field.
- Experience related to integrated water resources management, ecosystem-based adaptation, land use planning, environmental management, results based management and planning, gender inclusion and/or similar specializations.
- Experience in project design, activity/budget planning, implementation, monitoring and reporting.
- Excellent inter-personal, communication and negotiating skills.
- Previous work experience on issues relevant to the project.
- Ability and willingness to travel within and outside Lao PDR.
- Demonstrable skills in office computer use – word processing, spread sheets etc.
- Proven track record of project management and project team experience working with government, NGOs, and other key stakeholders in Lao PDR.
- Ability to lead a team and to work in the team effectively.
- Good working knowledge of written and spoken English and Lao.
- Excellent coordination skills, with ability to work under pressure and handle multiple activities and projects concurrently.
- Knowledge of WWF and/or the GEF an advantage.
VI. Working Relationships:
- Internal –: Interact on a regular basis with the National Coordinator, Conservation Director and Country Director, Project Managers, Province Coordinators, and Regional Technical Advisors. Engage with WWF-Laos staff.
- External – Interact with all relevant stakeholders at the community, district, and provincial level of provinces in the landscape. Interact with donors, central government partners, and NGOs on an ad-hoc basis.
