The role

We are currently looking for Monitoring and Evaluation Officer for GPE-STG Project based in Vientiane Capital   

Role Purpose

The Ministry of Education and Sports (MoES) has received a System Transformation Grant (STG) from the Global Partnership for Education (GPE) to implement the “Foundational Learning Improvement Project” in disadvantaged communities of 9 districts from 5 provinces: Luang Namtha, Luang Prabang, Vientiane, Salavanh and Saysomboun. The implementation period is 3.5 years, starting from July 2025 to December 2028. The MoES is an implementing agency for the GPE-STG project and Save the Children is the grant agent providing fiduciary and technical oversight of the grant.

The GPE-STG program has been designed within the approved parameters of the Partnership Compact 2024-2028 that reflects extensive dialogue between the Government and its development partners, which is based on a comprehensive analysis of enabling factors and educational data. The priority reform objective of partnership compact is “Improving foundational learning outcomes for all and supporting students in lower secondary”. To achieving this reform objective, the GPE-STG project design includes the following components:

  1. Expand one-year school readiness programs for five-year-old children
  2. Strengthen continuous professional development (CPD) for primary school teachers
  3. Support girls at risk of dropping out of lower secondary schools

This position is reserved for Lao nationality only.

 

KEY AREA OF ACCOUNTABILITY

Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

Key responsibilities:

The Monitoring and Evaluation Officer supports the overall M&E system, M&E Plan and Results Framework of GPE-STG project through updating tools, collecting data, updating and facilitating progress reporting in SCI online system.

Specific roles and responsibilities

  • Responsible for implementation of all M&E activities, M&E Plan (in the Project Operations Manual) and Results Framework for the GPE-STG project ensuring the compliance with MoES, GPE and SCI M&E policies and systems through coordination with SCI MEAL team and project coordinators of three components.
  • Coordinate with Project Coordinators and lead departments to use the data collection tools to ensure that all project data are collected and documented in a system manner and make them available to the team.
  • Facilitate the Quarterly Review Workshops and support the writing of the quarterly, annual and completion reports, updating indicators in results framework, and supporting the endline data collection.
  • Support the implementation and monitoring of quality benchmarks (quality checklists) and accountability through quarterly project activity reports.
  • Support the quarterly update of the project indicators achievement in the Project Report, Information Management and Evidence (PRIME) System (to be trained).
  • Support the development of M&E Plan and monitoring tools that include data collection and reporting tools, filing system and indicator performance tracking.
  • Ensure data quality and accuracy is maintained through ongoing support to Project Team Leader and implementing agencies during compilation of activity and budget reports.
  • Train PMU staff and implementing departments on how to use the M&E tools.
  • Support the planning for the project endline.
  • Facilitate monitoring visits to schools.
  • Support the development of knowledge products and arrange knowledge sharing events.

 

Qualifications And Experience

  • At least bachelor’s degree in education, social sciences or any related field.
  • At least 3 years of working experience on program implementation, data collection, M&E or Result Framework, or in any relevant field.
  • Knowledge of the Lao education context such as early childhood education, primary and lower secondary education, but not limited to.
  • Understanding the local knowledge of education systems and structures between national and subnational levels.
  • Good computer skills, including data collection and analysis software such as Microsoft Excel, KoboToolbox and statistical software.
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • Flexible, able to respond to changing situations and meet tight deadlines.
  • Ability to work effectively and calmly in a high-pressure environment.
  • Self-motivated, confident and able to take initiative, and work with the minimum supervision.
  • Good command of English communication skills in both writing and speaking is an asset.
  • Commitment to gender equity, safeguarding and inclusive education.
