ABOUT THE FRED HOLLOWS FOUNDATION

The Foundation is seeking consultants who meet the following selection criteria:
• At least a master’s degree in public policy, Development studies, Medicine, Public Health, Ophthalmology, or related health sciences.
• Demonstrable experience in evaluation of public health programs including health systems assessments.
• Experience in the development and use of quantitative and qualitative data collection tools and evaluation methods (including experience in using GEDSI or other equity framework(s) to evaluate progress against equity objectives).
• Demonstrable experience working with vulnerable groups in Laos context.
• Strong knowledge and experience working with the Laos health care systems and overall understanding of Laos health sector policies
• Strong analytical skills
• Excellent spoken and written communication skills in Laos and English

The following additional skills and experience are highly desirable:
• Knowledge and experience in eye health and health financing and a sound understanding of programs and strategies relating to eye health in Laos.

The application package must include:
• A cover letter outlining how you meet the key selection criteria and including two references,
• A curriculum vitae/resume,
• A technical proposal (includes proposed methodologies to address the Key Evaluation Questions) and a financial proposal (details associated costs and fees).
• Copy or link to one example of a similar evaluation conducted in the last 5 years (a reference to reports and publications is a plus) including names, titles, and contact details of previous clients who can be contacted to provide references.

Note: Only submissions with complete documents as stated and those meeting minimum requirements will be considered. Qualified consultants may be subjected to a background check and child protection as a condition for engagement.
