Hiring Mid-Term Review (MTR) Consultant
World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected, and their basic needs are met.
World Vision International Lao PDR (WVIL) wishes to commission a mid-term review (MTR) for the Sustainable Agriculture for Nutrition (SUAN) Project with the following lines of enquiry.
Objectives
This study is a formative MTR, primarily intended to re-calibrate project design and implementation for the remainder of the project’s lifecycle. The principal objectives of the MTR are as follows:
• Verify the extent to which the project is achieving the stated outputs, outcomes and targets, including among disaggregated stakeholder groups (gender, disability and young mothers);
• Document promising practices, key lessons learned and recommendations to inform adjustments in project design and duration in order to achieve the desired results.
• Identify weaknesses in project design, implementation, or operating environment that may be constraining optimal project effectiveness.
• Provide project partners, including government and the communities, with an opportunity to review the journey of the project, and utilize evidence from the MTR to generate recommendations to be implemented in the project’s second half.
• Contribute to an evidence base for the 9 project models: Climate Smart Agriculture (CSA), Building Secure Livelihoods (BSL), Saving for Transformation (S4T), Community-based Disaster Risk Management (CBDRM), CPA-Community Change (CC), Go Baby Go (GBG), Gender Inclusive Financial Literacy (GIFT), Integrated Water, Sanitation, and Hygiene (WASH), and Community Health Workers (CHW)
• Inform WVIL strategies for working in this sector
• Use results for policy influence with local or national government
• Demonstrate accountability and value for money on donor investment

• Both international and national consultants/firms are invited to bid.
• We encourage applicants to apply as soon as possible as we will be conducting interviews on a rolling basis.
• The bid should be submitted in English and include the following:
o Technical offer including the following:
▪Proposed methodology (not exceeding 3 pages)
▪Detailed proposed workplan
o CV of the consultant firm (if relevant, not exceeding 2 pages)
o Roles and responsibilities of team member/s (including level of effort)
o Summary CV of team members detailing similar experience (not exceeding a half page per team member)
