The role
We are currently looking for MEAL Officer for the Child Protection for Preventing and Responding to Child Labour (CPPRCL) – EU based in Luang Prabang Province.
Role Purpose
The EU Child Labour MEAL Officer serves as the organization’s field-level representative, supporting the Project Manager in all Monitoring, Evaluation, Accountability, and Learning (MEAL). This role contributes to the effective implementation of the project, tracks the beneficiaries, and assists with various tasks to ensure that the project achieves its goals, outcomes, and output indicators within the allocated budget and timeframe. The MEAL Officer assesses the communities’ needs and collects feedback to improve the project implementation.
Additionally, the MEAL Officer supports the project Manager in providing information for report writing and any monitoring and evaluation tasks.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREA OF ACCOUNTABILITY
Child Safeguarding:
- Ensure he/she fully understands the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
- Conduct in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
- Familiar with the project documentation (which should include but not limited to):
Projects & Planning:
- Responsible for maintaining the project files; both hard and soft (electronic) versions, ensuring all relevant projects’ documentation is kept on file and regularly updated.
- Involved with the project team to prepare the action plan and to integrate the monitoring plan into the project implementation.
Implementation and monitoring:
- Support Senior MEAL officer on the project MEAL plan with guidance based on the finalized DIP (Detailed Implementation Plan)
- Undertake MEAL monitoring using Quality Benchmark (QBs) and share findings with the field project staff and draw action plans, maintain and follow up on the action plan using an action plan tracker.
- Support in creating monitoring tools on the digital platform (Kobo Toolbox)
- Perform onsite monitoring and verification of reported activity and output level data, including training, upgradation of health facilities and other actions.
- Provide inputs on project monitoring tools, feedback forms (translations) and collect feedback from beneficiaries including children and adults and other stakeholders.
- Maintain Total Reach count for the PRCL project for each activity completed and maintain and regularly update the project beneficiary’s database.
- Maintain project distribution tracker to capture and track any distribution and supplies through the project.
- Support Project in providing the field/project level data for updating the project activities in the PRIME System.
- Produce field monitoring reports and share with the wider team.
- Keep up date the key highlights and main challenges under the MEAL sector to PMs and the MEAL team
- Support prepares the project progress to align with indicator for Project meeting at provincial and district level.
- Create database system or provincial profile under project.
- Support reviews the project data for monthly/quarterly report when required.
Research, Evaluation and Learning:
- Support National Impact Manager in field level coordination for implementing baseline, midterm, and end of project evaluation.
- Undertake filed monitoring to ensure that studies, research, and evaluation are conducted with highest ethical standards and quality and safety.
- Support evaluation works of the project activity with the support from National Impact Manager
- Record learning from monitoring activities, evaluations and lesson learnt workshops and ensure that lessons learnt are captured and recorded in the learning log.
Accountability:
- Ensure that the PRCL project supported communities and project points have access to timely and regular information about the project, and how communities can participate in the project activities and provide accessible channels for feedback and response (FRM).
- Ensure that in all the PRCL activities project information and FRM channels are shared/displayed.
- Conduct periodic quality monitoring visits to project/ program intervention sites and collect feedback from the project beneficiaries.
- Maintain a database of feedback and concerns and seek support from National Impact Manager for appropriate response.
Networking :
- Work closely with PM and project team for planning process and attending meetings and workshops at provincial and district level.
- Maintain good working relationships with provincial and district government representatives and other stakeholders to enhance collaboration on MEA.
- Participate in national MEAL forums, working groups, and learning networks to stay updated on best practices and updates.
- Engage with implementing partners such as TAG and other CSO to ensure alignment and coordination of M&E activities.
- Represent the organization in MEAL meetings, workshops at the provincial and district level meetings.
Qualifications:
- Bachelor’s degree in social science, computer science, statistics or related degree with focus on research, evaluation, monitoring and learning, or relevant experience in M&E.
Experience and Skills:
At least 3 years of experience in monitoring & evaluation, research, or related field and experience in implementing MEAL systems/strategies at sector level.
Understanding of Child Rights, gender equality principles and climate change components
Understanding of research and evaluation.
Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work.
Good analytical skills, with the ability to proactively influence sectoral and other stakeholders.
Strong report writing, communication and leadership skills.
Good organizational skills, the ability to pay close attention to detail and capable of reporting in a timely manner.
Proficient in computer operation, particularly in SPSS, MS-Excel, MS-Power BI, Kobo Toolbox, MS-Access, and MS-PowerPoint
Ability to analyze information, evaluate options and to present complex information in a succinct and compelling manner.
