The role

We are currently looking for MEAL and GIS Officer based in Vientiane Capital

Role Purpose

Save the Children International (SCI) together with WMP and the Ministry of Health implemented Phase 1 in Laos PDR in 2022-2023 across 32 villages in Chanthabouly and Xaysettha districts, Vientiane. The new scale-up Phase II, SCI will continue collaboration with the Department of Communicable Disease Control of the Ministry of Health (DCDC, MOH) and WMP with an overall goal of contributing to the reduction of dengue transmission in Laos. SCI will work with the Ministry of Health and the provincial health offices in the selected locations in Vientiane Capital to support releases of Wolbachia-carrying Ae. aegypti.

The MEAL and GIS Officer report to The MEAL and GIS Senior Coordinator, and responsible for the domain areas of GIS, Core data System, as well as the manage and sync the run by day and prepare map by weeks for mosquito release. It also involves assisting colleagues and village health volunteers to use the applications on mobile devices, to success the field deployment; as well as assisting MEAL activities of the project.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

Key responsibilities:

  • Collaborate with the field and laboratory-based project staff to ensure high-quality data capture of field activities.
  • Run validation processes & quality assurance to maintain high data quality.
  • Data entry and validation of participant tracking list and data disaggregation.
  • Support the technical team with access to data sources such as DHIS2 for data analysis and decision making.
  • Collection of data from mobile devices to sync with the Aggregate system.
  • Maintain mobile devices and support partners/field staff with household signup.
  • Prepare maps and upload them to mobile devices for the field team.
  • Communicate and collaborate with village leaders, village volunteers, district health officers, and other stakeholders.
  • Co-manage SCI SharePoint and Google Drive document libraries for the project.
  • Support the line manager to ensure project targets are met on time and with quality.
  • Participate in other SCI/project activities where required.
  • Responsible for SCI’s Feedback Report Mechanism and WMP’s Incident Management System.
  • Prepare advance requests/returns according to activities.
  • Regular travel to project sites.
  • Support the line manager with MEAL work at the country office.
  • Other duties as directed by the supervisor.

Qualifications

  • Bachelor’s degree and/or equivalent professional qualifications in relevant fields (GIS, Computer Science, or another relevant field, from a university
  • Qualification in research methods or monitoring and evaluation is desirable.

 

Experience and Skills

 

  • At least 2-3 years of experience in data and GIS management at a recognized institution.
  • Experience in monitoring and evaluation on projects.
  • Previous experience implementing dengue or other health-related projects.
  • Experience providing operational support to field teams (desirable).
  • Demonstrated experience managing complex information within a medium to large organization, ideally with an international focus.
  • Experience sourcing and working with local-scale government geospatial data or health/epidemiological information (advantageous).
  • Experience with desktop GIS applications (e.g., ESRI suite, QGIS).
  • Proficient in database management platforms (e.g., SQL Server, PostgreSQL).
  • Demonstrated specialist skills in at least one of the following: geospatial analysis, data analysis and visualization, or management of data through administration consoles.
  • Experience with data visualization software (e.g., R, Prism).
  • Management of Google G-Suite.
  • Demonstrated experience maintaining relational databases.
  • High-level English comprehension, both spoken and written.
