The role

We are currently looking for Lower Secondary Girls’ Education coordinator for GPE-STG Project (3 positions) based in Vientiane Capital  

Role Purpose

The Ministry of Education and Sports (MoES) has received a System Transformation Grant (STG) from the Global Partnership for Education (GPE) to implement the “Foundational Learning Improvement Project” in disadvantaged communities of 9 districts from 5 provinces: Luang Namtha, Luang Prabang, Vientiane, Salavanh and Saysomboun. The implementation period is 3.5 years starting from July 2025 to December 2028. The MoES is an implementing agency for the GPE-STG project and Save the Children is the grant agent providing fiduciary and technical oversight of the grant.

The GPE-STG program has been designed within the approved parameters of the Partnership Compact 2024-2028 that reflects extensive dialogue between the Government and its development partners, which is based on a comprehensive analysis of enabling factors and educational data. The priority reform objective of partnership compact is “Improving foundational learning outcomes for all and supporting students in lower secondary”. To achieving this reform objective, the GPE-STG project design includes the following components:

  1. Expand one-year school readiness programs for five-year-old children
  2. Strengthen continuous professional development (CPD) for primary school teachers
  3. Support girls at risk of dropping out of lower secondary schools

This position is reserved for Lao nationality only.

 

KEY AREA OF ACCOUNTABILITY

Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

Key responsibilities:

 

The Lower Secondary Technical Coordinator will lead and support the implementation of activities targeting lower secondary education, with a focus on improving access, participation, and learning outcomes for adolescent girls. The Coordinator will be responsible for coordinating scholarship programs and summer camp initiatives, ensuring gender-responsive approaches and strong collaboration with the Department of Teacher Education (DTE). This position requires a solid understanding of adolescent development, girls’ education, and inclusive teaching practices. The Coordinator will also engage with development partners (DPs), INGOs, and government stakeholders to align program efforts with national priorities.

Specific roles and responsibilities:

Program Implementation & Coordination

  • Lead the planning, coordination, and implementation of lower secondary education interventions, with a primary focus on scholarship programs and summer camps for adolescent girls.
  • Collaborate closely with the Department of Teacher Education (DTE) to ensure that teacher professional development activities in lower secondary school’s address gender equity, inclusive education, and life skills.
  • Coordinate with school principals, district and provincial education offices to identify eligible scholarship recipients and facilitate effective scholarship management.
  • Design and support the delivery of summer camp programs that promote girls’ leadership, confidence, STEM engagement, and life skills.

Technical Support and Capacity Building

  • Provide technical inputs to ensure that project activities are sensitive to the needs of adolescent girls, including marginalized and at-risk groups.
  • Develop or adapt training materials, camp curricula, and facilitation guides with a focus on gender responsiveness and youth engagement.
  • Build capacity of teachers, youth facilitators, and education officials to deliver quality learning and mentoring support during summer camps and scholarship activities.

Monitoring, Evaluation, and Learning

  • Support data collection and monitoring of scholarship distribution, retention, and performance of beneficiaries.
  • Document success stories, lessons learned, and promising practices related to adolescent girls’ participation in lower secondary education.
  • Contribute to technical reports and project reviews related to gender and lower secondary outcomes.

Stakeholder Engagement and Coordination

  • Maintain strong working relationships with DTE, Provincial and District Education and Sports Offices (PESS/DESBs), and school leadership.
  • Coordinate with other DPs, INGOs, and technical staff working on adolescent girls’ education, scholarships, or related initiatives to ensure alignment with national frameworks and donor strategies.
  • Participate in relevant working groups or coordination platforms on girls’ education or gender equality in education.

Qualifications And Experience

  • Bachelor’s or master’s degree in education, Gender Studies, Adolescent Development, Social Sciences, or a related field.
  • Minimum 5 years of relevant experience working in education, gender, or youth-focused programs.
  • Strong understanding of challenges facing adolescent girls in lower secondary education in Laos.
  • Proven experience in coordinating scholarship programs, extracurricular activities, or community engagement for youth.
  • Demonstrated ability to work collaboratively with government counterparts, particularly DTE.
  • Excellent communication and facilitation skills.
  • Fluency in Lao required; English proficiency is an asset.

 

Contract length: Full time/Fixed term contact with Ministry of Education and Sports
