LAO NATIONAL – ENERGY PROJECT FIELD FACILITATOR
GRET is an international solidarity organisation that aims to reconcile satisfaction of basic needs, social rights and environmental imperatives. Since 1976, its teams have been implementing locally appropriate solutions and partnerships to improve populations’ living conditions while preserving our planet.
For the implementation of a feasibility study for Productive Use of Renewable Energy Project (PURE) in Luang Prabang, GRET is seeking one motivated Lao national to fill the position of Field Facilitator based in Luang Prabang. He/she will be part of a dynamic and professional team passionate about renewable energy.

Current PURE project
GRET is fine tuning PURE scale-up strategy, exploring the opportunity of extending this approach to the sub-region to address preliminary demands raised by rural entrepreneurs particularly in Laos (Luang Prabang region) and Cambodia (Siem Reap area) alongside other GRET projects (DEAR WATER, ASSET) targeting rural businesses.
GRET’s Energy Team intends to carry out the PURE scale-up strategy with further studies in technical and financial in Cambodia and Laos. The study is split into five parts:
- 1: Regulatory, Policies and Programs Review
- 2: Renewable Energy Project Assessment–End users
- 3: Supply Chain Analysis
- 4: Assessment of Finance Institutions’ challenges and appetence in financing Productive uses of Energy projects
- 5: Results and advocacy strategy.
Working conditions
- Based in Luang Prabang with regular trips to the districts and to Vientiane.
- Under supervision of the Project Manager and the head of GRET Branch Office in Luang Prabang.

- 6-month contract with a possibility to extend.
Main duties and responsibilities
He/he will be responsible more specifically for the following tasks:
- Participate in evaluation and monitoring of needs and expectations, and in the construction of appropriate responses.
- Facilitate exchanges with local stakeholders.
- Conduct mobilisation and awareness-raising.
- Organise workshops, meetings and/or training.
- Identify rural entrepreneurs and take part in community engagement to identify local businesses.
- Collect, analyse, and present field data for the various needs of the project.
- Reports on his/her activities, lessons learnt, or specific project issues as required.
- Strong communication and collaboration among communities, local authorities and stakeholder on the supply chain of solar business.
Main tasks
- Conduct field surveys to (i) collect socio-economic data in target areas required to prepare and implement renewable energy project and (ii) to monitor the projects’ implementation;
- Coordinate with local authorities in charge of the in order to (i) collect data and (ii) inform them about the progress of the projects’ implementation;
- Update project monitoring tools.
- Perform translation of short documents.
- Contributes to the preparation of project’s reports.
- Assist for meetings, workshops, training, surveys, bidding procedures.
Qualifications requirements
- Bachelor degree in any related subject;
- At least 1 or 2 years of working experiences in the agro-processing sector; rural industrial development; water and sanitation; decentralized power generation or related sector;
- Business mindset and experience in implementing sustainable and profitable programs and social enterprises in rural settings will be an added advantage;
- Ability to engage with rural communities;
- Ability to work independently with minimal direct supervision;
- Good in computer MS Office;
- Resourceful and able to analyse data and interpret findings;
- Ability to learn quickly in an international non-government organization (INGO);
- Language: Spoken and written English. Ethnic language is advantage ie. Hmong and Khmu.
