Lao National Consultant for the 3rd Review Conference of the Convention on Cluster Munitions, based in Vientiane.

 We are looking for a consultant to work with the National Regulatory Authority for UXO/Mine Action Sector (NRA Office) Undersupervision of Department of International Organisations (DIO), Ministry of Foreign Affairs (MOFA), to organize and host the 3rd Review Conference of the Convention on Cluster Munitions (CCM) in Vientiane, Lao PDR.

At the 13th Meeting of States Parties (MSP) to the CCM, it was decided that the Government of Lao PDR will hold the presidency of the Third Review Conference of States Parties (3RC) to take place in Vientiane in 2026. The 3RC stands out as critical at a time of increased security concerns around the world with the need to further cement a universal understanding of and commitment for the implementation of the CCM, and the overall compliance with International Humanitarian Law underpinning the Convention.

To enable Lao PDR to have the necessary capacity and sufficient resources to logistically organise and host, but also the substantive ability to preside over 3RC effectively, Norwegian People’s Aid (NPA) Lao PDR will provide a resource person (consultant) who will support the National Regulatory Authority for UXO/Mine Action Sector (NRA Office) under supervision of Department of International Organisations (DIO), Ministry of Foreign Affairs (MOFA), with organizing and managing this event.

NPA Lao PDR is seeking applicants for: a Consultant – to provide support for the third Review Conference of the Convention on Cluster Munitions – (one position) based in Vientiane.

Role Overview:

The full-time consultant with a fourteen-month contract based in Vientiane Capital will be hired and seconded to the Department of International Organisations (DIO), Ministry of Foreign Affairs (MOFA).

The consultant will be responsible for supporting the planning and organisation of the Third Review Conference (3RC) of the Convention Cluster Munitions and assisting the Lao PDR administration in leading, planning, and undertaking universalisation efforts related to the 3RC. The consultant will support the work of the in-country Coordinator at the NRA/DIO assisting with the planning and intercontinental liaison between the preparations in Geneva and Vientiane respectively.

The position is based in the NRA office allocated by the DIO, Vientiane, Lao PDR and requires travel with the Lao government delegation to attend relevant events as appropriated.

Required qualifications:

  • 5-year working experience with proven track record in event management and promotion, including multi and social media contents.
  • Bachelor Degree in any related field.
  • Excellent English language skills – both written and spoken.
  • Excellent communication skills.

Personal competencies:

  • Growth mindset and motivation to learn, contribute and develop.
  • Excellent organisational skills with the ability to plan and coordinate activities.
  • Ability to work independently for extended periods of time with limited supervision and meet deadlines.
  • Ability to establish effective working relationships at all levels internally and externally.
