Job Title: Junior Administration & Procurement Officer
Department: Program Support Department
Location: Vientiane, Lao PDR with some travelling to the CARE Program Areas
Position reports to: Administration Manager (AM)

CARE INTERNATIONAL IN LAO PDR
CARE International in Lao PDR began its operations in 1992 and has worked since then to improve the lives of vulnerable groups in both rural and urban areas, particularly the ethnic minority communities. CARE works in partnership with community members, the government, local civil society organisations, and the private sector. CARE currently implements projects in 06 provinces: Vientiane Capital, Phongsaly, Luang Namtha, Luang Prabang, Sekong and Salavan Province.
CARE’s “Marginalized Women and Girls” program empowers women and girls to exercise their rights, to lead and make decisions, and benefit from socio-economic justice through thematic focus on women’s health, women’s economic empowerment and women’s resilience and climate change. CARE has extensive experience and expertise in both areas and will continue to pursue evidence-based practices to deliver long-lasting solutions effectively and sustainably.
Job Summary / About the Role
There are two main areas of focus of this position:
- Administration: is responsible for front desk, staff’s (national, international and visitors) travel arrangement management, administration and logistics support to CARE Laos. She/he supports the Admin Manager to coordinate activities in administration, procurement, logistics, human resources and safety/security. This position also supports national and international staff members and visitors.
- Procurement: is to support procurement work including seeking supply source, collecting the quotation, preparing the SBA and creating the PO, receiving goods and preparing the payment request.
This position is based in Vientiane Capital – Country Office, with sometime travel required to other sites when is needed.
EXPERIENCE AND QUALIFICATIONS:
- Minimum bachelor’s degree in business administration or relevant fields with minimum 1- 2 years’ experience or a minimum technical diploma with 2 years’ relevant work experience in communication preferably with an International Non-Government Organization (INGO) and/or private company;
- Proven experience in front desk management, administration support and communiction support and document translation English -Lao and vice versa;
- Proven experience on the procurement and program support
- Demonstrated experience in following standard policies, procedures and processes and ensure the implementation of basic standard transactions;
- A willingness to learn about CARE’s gender equality and women’s empowerment activities.
