Notice of Recruitment – Lao National Staff
Since 2009, NPA has been traditionally involved in UXO survey and clearance operations in Lao PDR. In addition to contributing to survey and clearance processes, NPA has also provided support to development of the Information Management (IM) capacity for National Regulatory Authorities for the UXO/Mine Action Sector in Lao PDR at national and provincial levels. Recently, with financial support from the USA (US DOS – PM/WRA), the NRA and NPA has jointly designed the Capacity Development project to enhance the capacity of information management of the NRA and expand it down to the provincial and district level. In order to achieve this goal, NPA plans to recruit several national individuals to support NPA and NRA in planning, management, coordination and implementation of the IM capacity development project.
NPA’s Lao PDR programme is now seeking a qualified, enthusiastic, experienced, and well-motivated person for the following position:
Information Management Officer: 01 Position – based in Vientiane Capital.
General Responsibilities:
The Information Management Officer further referred to as IMOs, will be based in the office of the National Regulatory Authority for the UXO/Mine Action Sector in the Lao PDR (NRA) in Vientiane Capital as well as with frequent travel to support the Provincial Regulatory Authorities (PRAs) and District Regulatory Authorities DRAs). The IMOs will support the IM Capacity Development Project at the national, provincial and district levels. He/she will be responsible for supporting the NRA IM in terms of validation and verification of the UXO sector reports to the IMSMA database, as well as under the supervision of the NPA Capacity Development Advisor (CDA) and the NRA IM Officer to support the UXO historical data correction process, conduction of the IM trainings at provincial and district levels. The IMO is also part of the monitoring visits to the relevant provinces and districts.
Specific Tasks:
- Support the NRA IM unit in processing and improving the quality of historical data based on coordination with CDA and the Head of the NRA IM Unit.
- To support the NRA IM staff verification and validation of the ongoing IMSMA reporting. This process should be done under the direct supervision and /or request by the Head of the NRA IM unit in charge of the IM department.
- Support the NRA IM unit by entering Survey123 monthly progress reports and migration of IMSMA reports to ArcGIS Online based on the guidelines and recommendations from CDA and the MRA IM Officer.
- Participate and contribute to the sector working group meetings related to improving the quality of historical data and field reporting.
- Support NPA CDA and the Head of the NRA IM unit in conducting Information Management trainings and workshops related to the project activities.
- Support the IM CD Project Senior IM Officer and NRA IM staff in setting up and installing the relevant ICT equipment at provincial and district authorities’ offices. This includes hardware and software installation such as Windows, MS Office, and other systems required for the project implementation, particularly at provincial and national regulatory offices.
- Support information management capacity building and development processes at provincial and district levels for the relevant regulatory authorities.
- Be responsible for maintaining and applying standardized forms/IM tools/software/maps, etc., based on the requirements of the NRA.
- Support the NRA IM Unit in creating maps based on the needs, requests, and requirements of the NRA, if required.
- Support the NPA CDA and NRA IM Officer in facilitating and conducting of the regular assessments, monitoring the project activities, and training at provincial and district levels.
- Participate in the monitoring activities of the IM CD project in coordination and communication with the Head of the NRA IM unit and CDA.
- Fulfil other relevant IM tasks assigned by NPA CDA and Head of the NRA IM Unit.
Qualifications Required:
- Good working experience with IMSMA and understanding of database systems
- Good experience with GIS to create various maps.
- Familiar with the UXO/Mine survey, clearance, and other associated processes
- Proper understanding of the Information Management Standards and SOPs.
- Good level of written and spoken English
- Good ICT knowledge and proficiency with MS Windows and Office applications
- Previous experience working within the UXO Sector and, particularly in the field of information management.
- Driving licence is an advantage
Desirable:
- University degree in computer science, ICT, database management and/or GIS
- Previous experience working for an international non-government organization is an advantage
- Knowledge of ArcGIS Online and Survey123 experience is an advantage.
- Experience working on development or humanitarian projects
- Ability to speak additional Lao ethnic languages.
