Lao Friends Hospital for Children (LFHC) is a 52-bed acute pediatric hospital situated in Luang Prabang, Lao PDR. It is operated by a New York based non-profit organisation, Friends Without A Border, which is dedicated to providing high-quality and compassionate healthcare to children in remote areas of Southeast Asia. In 2015 the hospital was opened on the same campus as the Luang Prabang Provincial Hospital and has been developing its services since then.
LFHC is a teaching hospital offering emergency, inpatient, outpatient and surgical services to neonates and children throughout Northern Laos. Limited on-site radiology, pathology and pharmacy together with a homecare program complement these clinical activities. A major goal of this hospital is to promote clinical learning and professional development of the local staff such that key positions in the hospital are progressively filled by a well-trained and dedicated local workforce.
LFHC is very strict on child protection and will thoroughly check the background of individuals regarding any history of child abuse.
Position Summary
The Human Resources (HR) Manager is part of the LFHC executive team. He/she supervises the hospital HR team and activities guiding and managing Human Resource policies and procedures both domestic and foreign. All requests for participation in educational opportunities, courses, meetings, training, teaching, volunteers will be directed to the relevant Director (and not the Director of Administration). In addition, the HR Manager supports the ‘employee’ hospital training & development programs.
Specific Duties
- Develop and monitor Human Resource policies and procedures within the organization.
- Ensure that the standards of conditions of service, compensation, benefits, allowances and policy are met.
- Review qualifications of applicants and existing staff to ensure competency and the appropriate skills required.
- Ensure that the organization is appropriately staffed and monitor appropriate staffing levels.
- Bridge management and employee relations by addressing grievances, or other issues.
- Promote a positive working environment aiming to ensure high trust among employees.
- Conduct exit interviews for all staff including supervisors and managers.
- Ensure that systematic staff reviews and improvement systems are implemented.
- Ensure that all HR functions are compliant with Laos Labor Law.Manage the hospital payroll and coordinate with the finance department.
- Oversee recording and reporting of staff attendance (annual leave, sick leave, leave of absence, national holidays, overtime).Maintain past and current HR records by designing and implementing filing and retrieval.
- Oversee travel coordination (including visa preparation and other travel documents) for staff, volunteers, partners.Prepare HR reports to management on required and/or requested intervals.
Profile and Qualifications
- Bachelor’s degree or higher in human resources, administration and/or laws
- Two-year’s experience as an executive committee member, NGO or otherwise
- Strong personality and leadership skill
- Courageous, Motivated and Communicate well
- Fluent in English and computer competent in excel, word, office……
Work Condition:
- The days and hours of work are Monday to Friday and work from 8:00 to 17:00 with one hour break and weekend off. Any additional hours worked beyond this limit, required and pre-approved in writing by Employee’s supervisor, will be considered and remunerated as overtime compensation.
