The HALO Trust is an international landmine and UXO clearance charity. We work in Lao PDR conducting survey and clearance of Unexploded Ordnance (UXO), employing over 1,400 staff based in Sepon, Savannakhet Province, with a small administrative office in Vientiane. Role Summary

As a manager and senior member of HALO staff, the Human Resources and Safeguarding Manager is a member of the leadership team and advises programme management on all HR matters. You will have oversight of programme compliance with national laws and HALO global regulations and manage a team of HR personnel. You will work with Heads of Department to coordinate all human resources activities on programme and ensure policy documents are revised, updated, understood and maintained. In addition, you will have oversight of career management and ensure disciplinary procedures comply with Lao PDR Labour Law. The role will predominantly be based at HALO’s HQ in Sepon, Savannakhet province, however there will also be time spent in Vientiane to represent HALO at HR working groups and conducting liaison with the Social Security Office at provincial and national level.

Qualifications & Skills

  • A Bachelor degree is required, preferably in human resources management or law related studies. A Master’s degree is an advantage but not required.
  • Progressive experience in HR management preferably in the non-profit INGO sector.
  • Demonstrated success as an HR generalist supporting employee groups of 500+ employees.
  • Minimum 5 years of experience in similar position.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint and Access).
  • Knowledge of Lao PDR laws and practices.
  • Knowledge of employee relations policies and procedures.
  • Experience in implementing Human Resources Management Systems.
  • Excellent communication and team collaboration skills.
  • Excellent writing and analytical skills.
  • Familiarity with grants and donor audit procedures.
  • Committed to gender equity and equality.
  • Experience working with multi-disciplinary teams.
  • Good written and spoken English.

Responsibilities

The HR and Safeguarding Manager leads the HR capacity on programme and oversees the following functions: recruitment and onboarding, performance management, employee relations, safeguarding, people management, data analysis, reporting and external liaison. Responsibilities include but are not limited to:

  • Ensure HALO is in compliance with all labour laws, and minimization of legal exposure.
  • Ensure total conformity on all administrative policies and procedures as outlined in HALO’s Internal Regulations, including that all staff members have and adhere to a valid contract.
  • Review monthly staff payroll, insurance lists and ensure attendance records are accurate.
  • Oversee the maintenance and analysis of leave request records, advising programme management on relevant trends.
  • Oversee recruitment processes, ensuring terms of reference, advertisement notices and interview panel procedures are in line with HALO global standards.
  • Ensure staff onboarding induction procedures are consistent and appropriate.
  • Advise senior management on complex disciplinary cases with recommended outcomes, ensuring consistency with historic cases by maintaining and analysing a personnel disciplinary database.
  • Act as an impartial mediator in disciplinary procedures, ensuring the process is administered in an equitable manner and in compliance with labour regulations.
  • Coordinate and ensure timely completion of the annual performance evaluation process.
  • Conduct training on goal-setting, utilise available budget to organize development activities and work one-on-one with managers and employees.
  • As Safeguarding lead, provide appropriate advice, all staff training and support colleagues experiencing problems. Report concerns and work with programme management to conduct investigations when required.
  • Ensure all personnel and statutory documents are filed appropriately, including all staff information is kept updated and confidentially maintained.
  • Maintain effective negotiation processes and encourage a harmonious employee/employer relationship amongst personnel.
  • Regular liaison with the medical department to advise programme management on special cases such as medical redundancy.
  • Regular liaison with relevant line ministries and the Social Security Office to represent HALO and coordinate on complex personnel cases.

Other details

The HALO Trust team in Sepon works a monthly cycle, with an average of 22-23 days worked at the start of the month, with the remainder of the month as ‘standdown’ (rest days). HALO works a short cycle during April with an extended break for public holidays.

Some regional work travel across Savannakhet and visits to Vientiane may be required. Accommodation provision while working away from home, food allowance, travel cost reimbursement and overtime working are detailed in HALO policies and can be explained during interview.
