World Vision is a Christian relief and development organization working to create lasting change in the lives
of children, families and communities living in poverty. World Vision serves all people regardless of religion,
race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they
are protected, and their basic needs are met.
Purpose and Objectives:
The individual consultant will support WVIL in strengthening its positioning for resource mobilization.
Develop three high-quality donor-ready concept notes, and proposal frameworks tailored to the specific
requirements of targeted funding mechanisms.
1. Community-Led EWS & AA
2. ECHO HIP – Emergency Response
3. DHR-IDR US
The three Main Outputs are interlinked deliverables. Main Output 1 (EWS & AA) serves as the primary evidence
and analytical foundation. Its log-frame (Sub-output 3.2.3) and budget framework (Sub-output 3.2.4) are directly
adapted into the proposal frameworks of Main Output 2 (ECHO HIP) and Main Output 3 US Government
Humanitarian Funding / IDR-US), ensuring a single coherent theory of change across all three documents.

How to apply:
Interested consultants should submit an expression of interest including:
• A proposal with timeline, methodology, and approach for developing the three Proposal
Frameworks.
• CV highlighting relevant experience in humanitarian proposal development, ECHO and/or US
Government submissions, and Southeast Asia / Mekong engagement.
• Two to three writing samples, including at least one approved or submitted humanitarian proposal
(ECHO, US Government, or equivalent institutional donor).
• Daily and total consultancy fee in USD, with a breakdown of days per deliverable.
• Two professional references: former clients or supervisors who can attest to the quality of the
consultant’s proposal-development work.
