The role
We are currently looking for Health System Strengthening Specialist based in Salavan Province
Role Purpose
Introduction: The Health Systems Strengthening Specialist is the technical lead at the provincial field office level (covering 3-4 Provinces) for the “Strengthening Climate Resilience of the Lao PDR Health System” project funded by the Green Climate Fund (GCF) who will provide technical leadership for effective program implementation. The position reports directly to the Health System Advisor at National Level. S/he will ensure technical capacity of the project field staff and government counterparts for the quality implementation of the project and oversee the strengthening of the health information system, climate-related health issue mitigation, analysis of data, and advocacy for health system strengthening through health system governance at the provincial and district levels. S/he will support strengthening leadership and governance within the health system, so it is climate resilient at the provincial and district level.
Government Relations: The post holder is responsible for managing and maintaining an excellent working relationship with the Provincial Health Department, District Health officer, and key national and international stakeholders at the provincial level. S/he will support the health system advisor on program learning and sharing the best practices at sub-national level.
Dimensions: This position will be based in Oudomxay or Salavan with frequent field visits to district and health centers. However, this position reports directly to the health system advisor, S/he will work closely with the provincial field office team and other internal stakeholders within SCI Laos.
KEY AREA OF ACCOUNTABILITY
TECHNICAL SUPPORT ON PROJECT IMPLEMENTATION (70%)
- Provide technical support on capacity building of project staff and government counterparts at provincial and district levels.
- Ensure effective implementation of health system strengthening interventions/activities under the project.
- Work with the Health system advisor and field operation team to develop a detailed capacity-building plan for project staff and government counterparts.
- Plan, direct, and provide guidance and technical support to implement all aspects of health system strengthening related training and subsequent service delivery supervision, ensuring compliance with national policies and guidelines.
- Work closely with the Project operation and technical team in planning, implementing, and monitoring of project activities.
- Regularly tracking of project progress as per the activity target, budget, and indicator for health system strengthening components.
POLICY IMPLEMENTATION, REPRESENTATION AND NETWORKING (20% LOE)
- Lead in translating national messaging to provincial and district-level policy and action plans for Climate Resilient Health System. Work with project and program teams to develop provincial and district-level policy and action plans.
- Maintain an excellent working relationship with the Provincial Health Department, District Health office, and other government counterparts
- Liaise, participate, and represent SCI in technical coordination meetings at the provincial level to ensure synergies with partner agencies in our project work.
RESEARCH, MONITORING, EVALUATION, ACCOUNTABILITY, AND LEARNING (MEAL) (10% LOE)
- Carry out regular meetings with government counterparts and project teams at the provincial and district levels to share challenges, learning, and best practices.
- Work with the Health system advisor and RMEAL team to develop, contextualize, and apply quality benchmarks for the project interventions.
- Routinely assess the climate and health situation in the province and district and incorporate this into the project’s adaptive learning cycle to improve project implementation.
OTHER
- Other tasks as requested by the Supervisor
- Support the Save the Children Humanitarian responses where appropriate, ensuring
timely and quality responses in line with international standards and technical best
Qualifications, Experience and Skills
Essential
- At least a bachelor’s degree or above in a relevant technical field: Public health, Health service management, Health information systems, or relevant health professional registration preferred.
- At least 5 years of working experience in public health or health systems strengthening.
- Previous experience in providing technical training and capacity-building support to government counterparts.
- Proven ability in mentoring, coaching, and training on health-related subjects.
- Excellent communication skills, politically and culturally sensitive with qualities of patience, tact, and diplomacy.
- Excellent skills in process facilitation and coordination with high standards.
- Excellent interpersonal communication skills
- Good presentation skills including policy briefing
- Good supportive supervision skills, developing self and others
- Knowledge of development work, including program logic, project design, and community development.
- Demonstrated ability to meet competing deadlines and manage own workload
- Experience in using statistical tools and techniques
- Ability to work independently and as part of a team
- Ability to work in a fast-paced environment
- Excellent oral and written communication skills in English and Lao.
- Demonstrated ability to deliver results, engage in effective and collaborative problem-solving and decision-making, and foster program innovations and adaptations.
Desirable:
- Advanced knowledge of the Health System and structure of Laos
- Familiar with the impact of climate Change on Health sector in Laos
- Previous experience of working on infectious diseases such as Diarrhoea, dengue etc.
Contract length: Fixed term
