The role
We are currently looking for Head of Human Resources and Administration based in Vientiane Capital
Role Purpose
As a member of the Senior Management Team (SMT), the Head of Human Resources and Administration shares in the overall responsibility for the direction and coordination of the Country Office (CO). The Head of Human Resources and Administration in his/her capacity will be accountable for the provision of effective HR services in both emergencies and development programming contexts as well as leadership and influence on all People related policies, practices and decisions.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREA OF ACCOUNTABILITY
Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.
As a member of the Senior Management Team, actively contribute to:
- The leadership of the Country Office
- The development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors
- Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program needs
- Help establish, maintain, and improve active and regular working relationships with government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
- Standard Operating Procedures the Country Office complies with all Save the Children Management Operating Standards and
- Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office
Policies and procedures
- Oversee the HR manual and all HR related policies and regularly review and improve these policies based on staff feedback and changing context. Ensure that effective advice and support are provided to managers and staff on interpretation and application of policies and procedures and on other HR related matters
- Ensure appropriate and adequate emergency HR procedures
- Monitor and advise on disciplinary matters in accordance with established policies and procedures and
- Local Labour Law
- Ensure that any conflict, grievance, disciplinary, child safeguarding and harassment cases are effectively managed
- Ensure that staff and Save the Children partners are aware of and adhere to the Child Safeguarding Policies
Administration Management
- Line management of the Admin Team
- Organise, track and reporting related to all international support including visas and extensions (extended to the families of expatriate employees if required), ID, driving licenses and other permits required by the GoL.
- Assisting international employees with negotiating and establishing Lease agreements for accommodation etc.
- Arranging Lao visas for SC consultants, visitors and seconders as required.
- Arrange visas for other countries SC employees for official travel, and for consultants when required for official business.
Recruitment and retention
- Ensure appropriate recruitment, retention and succession of staff including the design and implementation of compensation and performance management systems and career development for staff
- Provide strategic HR support on all people related matters, providing HR leadership, advice and solutions in analysing people issues and challenges across the organisation.
- Ensure through thorough review that employment terms, conditions and practices are fair, consistent, compliant with labour law and Save the Children human resource policies and best practice, and appropriate to the context
- In collaboration with Director of Finance, ensure maintenance of updated information on staff salaries, allowances and income tax calculations in compliance with current laws and regulations
Performance Management, Organizational and staff development
- Develop a culture of performance management across the organization, where staff are held accountable and rewarded for high performance
- Lead implementation and maintenance of a fit for purpose performance management system that is in alignment with organizational goals
- Ensure that performance reviews are conducted regularly by supervisors; provide training and advise to managers on effective implementation of performance management system including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
- Analyse on an ongoing basis the organisational staffing profile and, in conjunction with senior managers, advising on job holder competencies and skills in light of changing contexts and content
- Providing guidance on staff capacity building and in formulating the annual HOHRA plan including in-house training programs such as performance management workshops and orientation programmes
- Manage the talent management strategy and establish succession planning
Staff management
- Lead, Manage and motivate HR staff ensuring that they have clear work plans and objectives
- Ensure appropriate staffing within Human Resources
- Ensure that all HR staff understand and are able to perform their roles in an emergency
- Manage the HR team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
Child Safeguarding
- Oversee the Child Safeguarding plan and policies
- Enable appropriate resourcing for Child Safeguarding
- Oversee Child Safeguarding cases when required and ensure that CS focal points are appropriately skilled and knowledgeable in Child Safeguarding
- Support the implementation of safe programming and enable collaboration with relevant departments (eg: MEAL team)
Qualifications And Experience
- At least 10 years’ experience in Human Resources with at least 6 years’ experience in management
- Significant experience of implementing and managing HR practices, including recruitment, compensations and benefits, performance management, L&D induction, HR Database
- Significant experience of designing and writing policies, defining procedures and managing disciplinary cases
- Experience and ability to set up a vision and a people strategy for the organisation
- Excellent English communication skills, both written and verbal
- Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
- Willingness to travel to field offices and work in difficult environment according to travel requirements
- Strong ability to influence a wide range of stakeholders, even with no direct authority
- Significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
- Ability to make courageous and well thought through decisions
- Ability to facilitate high level conversations but also to relate to any individual irrespective of grade, status, role, gender, religion
- Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children
- Commitment to and understanding of Save the Children’s aims, values and principles.
- Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
Contract length: Fixed term
