World Vision International Lao PDR is looking for The Head of Field Operations which will play a critical role in providing overall management of the implementation of WVL Programs (PNS/Grants/CS etc.), ensuring all projects comply with WV Partnership standards and GoL Regulations. Establish excellent operations planning and guidelines and provide strategic management advice and assistance on all aspects of field operation decisions making. Contribute to new project design and proposal development, ensuring new project designs cover all implementation requirements. Key responsibilities of this position are:
- To provide leadership and management, support and coordination all projects/ programs implementation teams in WVL to ensure efficient and effective implementation to meet the goals and objectives of World Vision and community partners, in alignment with the WV Laos National Strategy.
- To develop and lead a team of competent field operations staff, with strong commitment, professional and team leadership skills to manage projects/programs funded by various Support offices, and Donors.
- To support the Program Director by ensuring that the standards of representation, design quality, implementation, field operations management, ensuring the risk management and mitigation procedures, timely monitoring and reporting, are such that World Vision Laos is seen as a partner of choice for Support Offices and Donor Agencies in chosen sectors. of intervention.
Major Responsibilities
Field Operations Management
- Provide management and support Field Operations Teams in project implementation, development of project designs, situation analysis, baselines, multi-year and annual planning, monitoring and evaluation, and budgeting, ensuring a clear focus on MVC and alignment with WVI Lao PDR Strategy.
- Work together with Programme, MEAL, Finance, and P&C to support provision of necessary information from field staff to resources Development team during proposal development process.
- Support and ensure all projects/programs to have legal operation (MOU) with Government of Laos and meet Government reporting requirements and are processed timely in order not to delay project implementation.
- Ensure all projects have sound execution plans, including exit plans and risk mitigation and management plans, from start-up until closure, and adequate resources to deliver the expected outcomes as agreed in the project proposal and in accordance with donor’s and WVL’s guidelines / policies.
- Coordinate projects/programs start-up with the SO, partners, and relevant key stakeholders. Ensure all project staffs are recruited and equipped with Operations Minimum Standards and related policies before implementing the project.
- Conduct appropriate and useful field visits to monitor and assist project/programs implementation, ensuring coordination and communication with. SO/donor visits with aim of building donor confidence in WVI Lao PDR programmes.
- Ensure that all projects//programs are tracked against detailed implementation plans, budget expenditure and are in compliance with WVL and donor requirements/
standards and GoL regulations and ensure any alteration, donor’s approval are documented. - Monitor budgets and ensure that burn rates are aligned with the quality program implementation and WV standard threshold. Ensure reporting for all projects /programs are align with donors/SO requirements and are submitted on time and ensure timely follow-up on Audit recommendations.
- Support Program Director in representing WVL on operations related matters to key stakeholders and the Government of Lao as needed.
Program Quality & Integration
- Ensure that all projects/programs are well designed with meaningful integrated of the strategic priorities, project models, minimum standards along with donor requirements in consideration of GoL standards and regulations to maximise the impact to the most vulnerable children and families.
- Develop mutually supportive relationships with other departments and staff in WVL and actively work with them to facilitate effective management, administration and good teamwork culture. Ensure strong effective collaboration between the Programs, DMEAL, Finance etc.
- Support and manage WVI Programme quality standards, encourage innovations and new initiatives within the WVL strategic priorities and project/programme frameworks to improve the impact to MVC; enable organizational learning and reflection for improvements.
- Ensure effective implementation of all programming models and designs working closely with Program and MEAL teams to ensure WVL is aligned to WV partnership standards in line with WVI global strategy – our promise 2030.
- Conduct field visits as needed to ensure monitoring the quality of the ongoing activities, identify challenges field teams face, meet with stakeholders, and target beneficiary children and communities of the projects/programs.
- Maintain a good understanding of poverty and development in Lao; strengthen Operations team to seek emerging successes, learning of good practices and building relationships to reinforce WV’s vision, mission, and core values.
Human Resources Management
- Support cooperation, team spirit and, learning environment in Field Operations and within WVL in general. Encourage full and appropriate expression of WV’s identity, participate in and lead in related WV events.
- Support direct reports and project managers through strong line management, building capacity, provide on-the-job coaching as needed for front-line staff, provide honest and timely feedback and identification of relevant learning/training opportunities.
- Facilitate a supportive environment for the capacity development of staff, the internalization of WV’s Vision, Mission, and Core Values. Ensure staff are equipped to coach their team members in honest, respectful and timely manner.
- In coordination with Finance, MEAL, and Program teams ensure Project Managers have clear understanding of financial literacy, monitoring, reporting and integrated programming that relevant to their scope of work.
- In coordination with People and Culture department, develop workforce plan to ensure the Operations department has the right number of staff and skill to meet the operation demands review the plans as needed.
External Representation and Relations
- Support the Program Director in representing WV to donors/support office representative, line ministries and partner organizations through active engagement with key stakeholders, including policy makers, government ministries, NGOs, UN agencies to raise the profile of WVL.
- Ensure that the communication, reporting and representation of WVL with WV Support Offices, international donor organizations, and major donors is of the highest quality and transparency (from self and other key WVL staff)
- Carry out additional responsibilities as assigned by Program Director as necessary.
Knowledge and Qualifications
- Bachelor’s degree in a relevant field or equivalent experience, required, especially in Project Management related, relevant Master’s degree desirable.
- Proven ability to manage and lead large, multi-disciplinary teams.
Work Environment:
The position requires ability and willingness to travel domestically and internationally as necessary.
