The role

We are currently looking for Financial Consultant (Short-term) based in Vientiane Capital

Background

It is expected that one of the finance team members will be taking a maternity leave in an approximate duration of 8 months. In order for the finance team to be able to fully function and provide the continuous support to the running of the development projects, we are looking for short-term Financial Consultants to fill this gap.

Purpose

The Financial Consultants will temporarily fill the gap during the period of a maternity leave of one of our finance officers. The approximate period of the consultancy is for 9 months. The consultant will be based and working in the Country Office in Vientiane capital with the possibility of traveling to the field office(s).

Consultant Tasks

  1. Assist in registering entry to Agresso system for journal, expense claims, staff/partner advance requests and staff/partner advance returns, payment vouchers, and releasing payments to suppliers/vendors.
  2. Assist in reviewing payment vouchers, expense claims, staff advance requests and staff advance returns to ensure the completeness of the supporting documents, and the compliance with SCI policy (Cost Norm of Partners, Cost Norm of SCI staff, budget line remaining in the system and accounting codes).
  3. Assist in processing the payments/transfer (I-Banking) and requesting for approvals/signatures from the designated persons.
  4. Be responsible for updating authorized bank signatures.
  5. Prepare journal entries, transaction reversals where appropriate.
  6. Be responsible of cash for the country office, ensuring timely preparation of monthly cash reconciliations and providing support to team members in reconciling bank accounts.
  7. Be responsible for the declaration of personal income tax for both national and international Save the Children International (SCI) staff.
  8. Locate and provide the supporting documents to auditor(s) as required.
  9. Support in running office bank errands.
  10. Follow up with the field offices, programme teams to request for clarification and supporting documents.
  11. Be responsible for archiving financial documents including scanning (upload them to SharePoint), photocopying, sorting and keeping documents in the shelves/storage.
  12. Other tasks as required.

 

Expected Outputs

  1. Registration of the transactions is made, complete and posted before the deadline/month-end closure.
  2. Supporting documents are checked, accurate and complied with the SCI financial policies.
  3. Payments, bank transfers and check issuances are correctly made on time. Notification is made to the suppliers/vendors and other payees.
  4. All the vouchers are scanned and filed properly.
  5. Timely responding to the request from the auditors/compliance teams in requesting for the financial documents.
  6. Tasks assigned are complete with high level of accuracy.

Management of consultancy 

The consultant will be working closely with and under the supervision of Country Finance Manager in Vientiane Capital, Lao PDR.

Timeline:   Start on 01 Nov 2024 and end on 31 July 2025.
