The role
We are currently looking for Finance Officer, based in Salavan District, Salavan province
Role Purpose
The Finance Officer leads on finance tasks, procedures, for the GCF project including bookkeeping, posting in account system, monthly close of the accounts, ensure the internal control before payment, bank and cash management, S/he is responsible for timely and effective processing of requests according to the organization’s procedures and S/he is responsible for maintaining the smooth, effective and timely and finance functions of the GCF Program. Her/his role involves facilitating capacity building for government partners in finance-related tasks.
The post holder is responsible for providing oversight of financial and administrative transactions to enable the Program Manager to have on overview of programme implementation. The incumbent also acts as a focal person on the areas with the country office.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
Financial Management
- Management of financial systems and procedures
- Management of cash/bank books (book-keeping), petty cash and preparation of end of month accounts
- Ensuring that all project expenditure is coded correctly with assistance from FP&A Finance and Awards Manager from VTE, and Provincial Manager in Area office.
- Implementation of good accounting practices and financial controls
- Processing the Payment both (Office/Partners)
- Registering of transactions to the system
- Preparing Bank/Cash Reconciliation for review to FP&A Finance and Awards Manager
- Ensure that sufficient fund for payment is available and maintain good relationship with Staff, Partners and suppliers
- Support FP&A Finance and Awards Manager in preparing documents for internal and as well as external auditors
- Submission of the documents for posting to FP&A Finance and Awards Manager on timely manner
- Provide assistance to the government staff to manage and summarize program expenditure for activities in the districts
- Ensure all financial documents, reviewed and filed properly and clarify any issues identified.
- Follow-up of documents with partners and staff if incomplete
- Review all staff and partners’ documents are in compliance to donors and SCI policies
- Prepare documents in Lao & English language as required
- Ensure all financial documents are scanned and archived properly before sending to the CO
Capacity Building
- Provide technical support to other team members as needed
- Provide the necessary financial orientation for non-accounting staff, government, partners, suppliers, and contractors.
Other Tasks
- Contribute and participate in regular planning and co-ordination meetings with colleagues and management;
- Contribute to the development of effective financial management practices;
- Provide the inputs into the review and development of the country office financial policies;
- Immediately inform the manager if any irregularities are detected in financial operations;
- Other tasks ask required by the line manager(s).
QUALIFICATIONS AND EXPERIENCE:
Academic Qualifications:
- Graduated with the degree(s) in related fields – Business, Finance, Banking, or Accounting;
- Intermediate level of English;
- Professional qualification, e.g. CPA, is a plus.
EXPERIENCE AND SKILLS
- At least 3 years of experience in finance or accounting, preferably in international organizations, INGOs and/or bilateral organizations;
- Good skills of Microft Office package, especially Ms. Excel, Outlook, OneDrive, Words …
- Flexible, adaptable and able to work under the high pressure and workload to meet deadlines;
- Good problem solving and negotiation skills;
- Strong commitment to get work done on time with high quality;
- Able to adapt to the changes of work practices and hours, and work with incoming surge teams, in the event of emergencies;
- Demonstrated experience of line management, with good facilitation and capacity building skills;
- Able to travel, at times in difficult conditions.
Contract length: Fixed term
