POSITION SUMMARY

The Finance and Compliance Assistant provides day-to-day support to the Finance and Compliance Manager in the areas of accounting, financial transactions, grant financial management, reporting, budgeting, documentation, and compliance. The position is responsible for maintaining accurate and complete financial records and supporting documentation and ensuring that financial activities are processed in accordance with World Concern policies, donor requirements, and applicable regulations.

The position works closely with program and project teams to support timely financial processing, budget monitoring, grant documentation, and financial reporting, while contributing to strong internal controls and financial accountability across World Concern Laos.

ESSENTIAL FUNCTIONS

DUTIES

Accounting and Financial Operations

  1. Support day-to-day accounting and financial transactions, including payment processing, bookkeeping, cash management, and recording of project and country office expenditures.
  2. Review payment requests, invoices, receipts, and supporting documentation for completeness, accuracy, appropriate authorization, and compliance with World Concern procedures.
  3. Maintain accurate and organized financial records and supporting documentation in accordance with established filing and record-retention requirements.
  4. Assist with monthly accounting processes, including account reconciliations, journal entries, and preparation of financial schedules and reports.
  5. Support the preparation of monthly financial reporting packages and ensure required information is complete and submitted within established deadlines.
  6. Prepare fund requests and support cash-flow management to ensure adequate funds are available for approved programs and operational activities.

Grant Financial Management and Compliance

  1. Support the Finance and Compliance Officer in monitoring grant expenditures against approved budgets and donor requirements.
  2. Assist in reviewing project expenditures to ensure costs are properly authorized, adequately supported, correctly coded, and compliant with World Concern and donor requirements.
  3. Maintain organized grant financial documentation and support from the Finance and Compliance Officer in preparing donor financial reports and grant-related financial schedules.
  4. Assist in tracking grant financial reporting deadlines, budget periods, and other financial compliance requirements.
  5. Support financial reviews and grant compliance checks and assist in following up on identified issues and corrective actions.
  6. Provide financial documentation and support during internal reviews, donor monitoring visits, and external audits.

Budget and Financial Reporting Support

  1. Assist in preparing project budgets, budget revisions, cash-flow projections, and financial forecasts as requested.
  2. Support regular budget-versus-actual reviews and provide accurate financial information to the Finance and Compliance Officer and program teams.
  3. Assist in identifying unusual transactions, budget variances, or potential compliance concerns and promptly raise them with the Finance and Compliance Officer.
  4. Support reconciliation of donor financial reports with World Concern accounting records.

Compliance and Internal Controls

  1. Ensure financial transactions are processed in accordance with World Concern financial policies, procedures, delegated authorities, and internal controls.
  2. Maintain complete and accurate financial documentation to support audit and donor compliance requirements.
  3. Assist with periodic financial and compliance reviews of project expenditures and supporting documentation.
  4. Immediately report suspected errors, irregularities, control weaknesses, or potential non-compliance to the Finance and Compliance Officer.
  5. Support implementation and follow-up of corrective actions arising from financial reviews, audits, and compliance assessments.

Asset and Financial Records

  1. Maintain and regularly update financial records and schedules, including the fixed asset register and other financial tracking tools assigned by the Finance and Compliance Officer.
  2. Support periodic verification of assets and financial records and provide documentation required for audits and management reviews.

Finance Team Support

  1. Provide timely and professional finance support to program and project staff in accordance with World Concern policies and procedures.
  2. Assist in orienting and providing basic guidance to staff on financial procedures, documentation requirements, and budget-related processes.
  3. Maintain confidentiality and security of financial and organizational information.
  4. Perform other finance and compliance-related duties as assigned by the Finance and Compliance Manager.

ESSENTIAL QUALIFICATIONS

REQUIRED EDUCATION, SKILLS & EXPERIENCE

  • Bachelor’s degree in accounting, Finance, Business Administration, or related field.
  • Minimum 1–3 years of relevant experience in accounting, finance, bookkeeping, or grant finance, preferably with an NGO or international organization.
  • Basic understanding of accounting principles, financial controls, budgeting, and financial reporting.
  • Experience reviewing financial documents, processing payments, maintaining financial records, and supporting reconciliations.
  • Basic understanding of grant financial management and donor compliance; experience with U.S. government grants is an advantage.
  • Strong attention to detail and demonstrate accuracy, integrity, reliability, confidentiality, and accountability.
  • Good organizational, time management, communication, and problem-solving skills.
  • Ability to work independently while also working effectively as part of a team.
  • Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint. Experience with accounting software is an advantage.
  • Good written and spoken English and Lao.
  • Demonstrated alignment with World Concern’s vision, mission, values, and commitment to serving vulnerable and underserved communities.

PREFERRED EDUCATION, SKILLS & EXPERIENCE

  • Experience working with U.S. government-funded grants, USAID, or other institutional donors.
  • Knowledge or experience in grant financial compliance, donor financial reporting, and audit preparation.
  • Experience using SAGE/ACCPAC or other accounting/ERP systems.
  • Professional accounting qualification or relevant certification is an advantage.
  • Experience working in an international NGO or development/humanitarian organization.
