Background
Oxfam in Laos is implementing the DGD 2022–2026 programme, “Fighting alongside women against inequalities and for economic justice in food systems.” This component is implemented in eight countries: Burkina Faso, Mali, Niger, Democratic Republic of Congo, Palestine, Cambodia, Laos and Vietnam. The present assignment concerns the evaluation conducted in Laos only. The programme aims to contribute to social, economic, and political transformations for women within agri-food systems.
The programme applies a feminist and inclusive approach and has used Outcome Harvesting as a monitoring methodology to capture changes in complex systems. As the programme approaches completion, Oxfam in Laos seeks to recruit a qualified local consultant to conduct the final country-level evaluation, focusing on assessing results, learning, and informing future programming. The consultant is expected to collaboratively work with an international consultant who oversees and supports many countries’ final evaluations.
2. Objective of the Consultancy
The overall objective is to assess the programme’s performance and contributions in Laos, with a focus on effectiveness, sustainability, and impact. The evaluation will also generate practical recommendations and lessons learned.
3. Scope of Work
Collaboratively working with an international consultant in every process of the evaluation, This includes:
• Review of key project documents and existing Outcome Harvesting data
• Co-creation of harmonized qualitative questionnaires and tools
• Conduct qualitative data collection (3–4 FGDs and 10–12 KIIs)
• Validate selected outcomes with relevant stakeholders
• Analyse and triangulate findings from multiple sources
• Additionally, giving input from the country perspective to an international consultant to produce/analyze CLV Meta Analysis.
• Facilitate one national validation (sensemaking) workshop
• Develop a final country evaluation report
4. Methodology
The evaluation will adopt a qualitative and participatory approach, building on existing Outcome Harvesting data.
Detailed tools and methodological guidance will be aligned with the overall evaluation framework and agreed upon during the inception phase.

7. Coordination and Management
The consultant will work under the supervision of Oxfam in Laos and collaborate with an international evaluation team.
8. Regional (CLV) Component
The consultant may contribute to a regional synthesis covering Cambodia, Laos, and Vietnam (CLV).
Specific scope and level of effort will be agreed during the assignment.
9. Consultant Profile
• Advanced degree in relevant field
• Proven experience in programme evaluation especially Outcome Harvesting Approach and Methodology
• Strong qualitative research skills
• Experience in gender/social protection/agri-food systems is an asset
• Familiarity with Lao context
• Excellent English writing skills

Documents are requested only English. The submission should include the following documents:
– A letter of interest with an expression of interest detailing how skills and experience fit the criteria
– A financial offer detailing individual consultant’s number of days, daily professional fee rates and other costs to be specified
– Technical proposal for the evaluation with proposed design, proposed methodology and timeframe.
– Organizational profile with track records and team composition with CVs, past performance references for similar assignments, including examples of previous work
Nb: At the contracting stage, the selected consultant will be required to comply with all professional, tax, and social obligations.
