World Vision International Lao PDR
Hiring the External Audit Firm for MOFA Japan-Funded iSTUDY Project (Year 3)

World Vision International Lao PDR (WVIL), in partnership with World Vision Japan (WV JPN), invites your firm to express interest in conducting an Expenditure Verification for the following project financed by the Ministry of Foreign Affairs of Japan (MOFA):
Project Title: Improve Learning Outcome for Early Education and Primary School Children Project (Year 3) Project Period: 23 May 2025 – 22 May 2026 Budget: USD 551,953 (approx. 3,000 transactions)
Scope of Work
– The selected auditor will be required to:
– Perform agreed-upon procedures in line with ISRS 4400 and the IFAC Code of Ethics.
– Verify that expenditures are real, accurate, and eligible under the Grant Guidelines.
– Review supporting documentation (vouchers, receipts, payroll records, bank statements, exchange rate tables, journal listings, personnel cost tables).
– Issue a Report of Factual Findings and a Management Letter outlining internal control weaknesses and recommendations.
– Deliver the final report within 15 days of submission of the Financial Report by WVIL.
Tentative Schedule
– Start of Verification: Mid-July 2026
– Draft Report & Briefing: Early August 2026
– Final Report Submission: Mid-August 2026
Submission of EOI
Interested firms are requested to submit:
1. Company Profile (including relevant experience in expenditure verification and donor-funded projects).
2. Team Composition (names, qualifications, and roles of proposed staff).
3. Confirmation of Independence in accordance with IFAC requirements.
4. Proposed Fee Estimate (inclusive of all costs).
5. Timeline Commitment to meet the above schedule.
