Position title:  CSO Grants and Financial Development Officer, WWF-Laos

Location:         Vientiane Capital, Laos

The CSO Grants and Financial Development Officer is responsible for ensuring effective financial management of WWF-Laos’s CSO-related project activities in compliance with donor requirements. This includes strengthening the financial management capacity of sub-grantees (CSO partners) through tailored support, training, and mentoring. The officer ensures that project funds awarded to CSO partners are managed transparently, accurately, and in full compliance with donor and WWF policies and procedures, as well as local legal requirements.

The CSO Grants and Financial Development Officer plays a key role in ensuring transparent and compliant financial management of WWF-Laos’s CSO-related project activities, with a strong focus on building the financial capacity of civil society organization (CSO) partners. The position prioritizes tailored support, training, and mentoring to strengthen partners’ financial systems and practices. While financial reporting and compliance with donor and WWF standards remain essential, the primary emphasis is on empowering CSOs to manage project funds responsibly and sustainably, in line with local laws and organizational policies

  1. Duties and Responsibilities

Financial Capacity Building of Sub-Grantees

  • Assist project managers in conducting CSO capacity assessments and developing capacity-building plans for CSO partners.
  • Conduct capacity assessments, develop capacity-building plans and monitor closely with CSO partners on with procurement, finance policies and procedures, and legal requirements of donor and WWF.
  • Provide technical guidance, training, mentoring to project partners particularly CSOs partners to ensure compliance with procurement, finance policies and procedures, and legal requirements of donor and WWF. Review and advise CSOs partners’ project budget planning including forecasting, monitoring and reporting.
  • Review and reconcile the financial reports from CSOs partners on a Quarterly basis.
  • Advise CSOs in develop policies, tools, templates, and guidance to strengthen partners’ financial systems.
  • Support and monitor closely with CSOs in preparation for annual financial audits, as well as on-going guidance to CSOs to comply with identified audit gaps.
  • Promote a strong culture of financial accountability, risk mitigation, and internal controls within partner organizations.

Project Financial Management

  • Review and record all the documents financial transactions into Oracle.
  • Create all payment transactions for assigned projects via I-bank or bank counter by 2 times per week Tuesday and Thursday.
  • Produce monthly, quarterly, and annual financial reports and submit to project Manager, finance manager and donors.
  • Support the preparation of the MoU and report for submission to the government
  • Support Program on Budgeting
  • Support on Partnership agreement
  • Support internal and external audits to ensure that all supporting document as per requested audits are available.
  • Ensure proper filing on hard copy and soft copy
  • Prepare call of fund
  • Prepare staff allocation of project
  • Staff time sheets follow up and maintain the monitoring sheets
  • Check and review all related vouchers, invoices, receipts and documents to ensure accuracy, completeness and compliance with all contractual agreements and policies and procedures before issuing payment to the final beneficiary.
  • Create project and task codes in the Grant Management System (GMS) and maintain the system by setting up, updating, uploading, and closing outgoing grant-related information and document
  • Create I-banking for project related payment
  • Support project team for organizing and arranging meetings, workshops, events including logistics, disbursement related costs to suppliers and participants.
  • Support partners due diligence and Bridger insight process.
  • All others assigned as may be necessary in fulfilling the departmental functions especially in the peak reporting seasons and tight deadlines.

Qualifications Required:

  • Bachelor’s degree in Finance and Accounting, Business Management, Business Administration, or in relevant fields
  • Minimum 3 years of working experience as an Accountant, Finance or Bookkeeper
  • Proficiency in the English language both oral, verbal and written communications
  • Proficiency in accounting software (Oracle) is preferred
  • Proven experience in budget management and activities planning would be an advantage.

Other Qualifications Required:

Capacity Building & Mentoring

  • Proven ability to train, coach, and mentor partners in financial management.
  • Experience in strengthening the institutional capacity of civil society organizations (CSOs).

Financial Compliance & Reporting

  • Strong understanding of donor compliance requirements and financial reporting standards.
  • Attention to detail in financial documentation, audits, and grant monitoring.

Communication & Interpersonal Skills

  • Clear and effective communicator, able to explain financial concepts to non-finance audiences.
  • Strong interpersonal skills to build and maintain positive, respectful relationships with partners and colleagues.

Problem Solving & Adaptability

  • Ability to assess partner needs and adapt capacity-building approaches accordingly.
  • Proactive and resourceful in addressing financial management challenges in diverse settings.

Time Management & Organization

  • Strong organizational skills to manage multiple tasks, partners, and deadlines.
  • Self-motivated with the ability to work independently and as part of a team.

  • High ethical standards and commitment to transparency, accountability, and compliance.
  • Sensitive to cultural and organizational differences in a multi-stakeholder environment

Working relationships: Internal – Interact on a regular basis with WWF-Laos Finance team, Site Coordinators, Project Managers, Project Technical Advisors, Project staff, Procurement Manager, P&C Manager and within the wider WWF Network.  Engage with and support WWF Laos staff. External – Interact with CSOs/INGOs partners, Donors, Government agencies at the Central, Provincial, District, and village levels, Communities, technical consultants, event suppliers and other stakeholders.
