• Background:
The Wildlife Crime Leadership Initiative (WCLI) is a long-term leadership training program designed to strengthen law enforcement capacity to combat illegal wildlife trade. The initiative provides specialized training for prosecutors, forestry officers, police, and relevant officers on wildlife crime and trafficking, case management, crime science, analysis and problem solving, leadership as well as wildlife crime detection, evidence gathering, and prosecution techniques. It encourages cooperation among key agencies, including the Office of the Supreme People’s Prosecutor and law enforcement agencies, promoting a unified approach to countering wildlife crime and streamlining efforts to disrupt trafficking networks across jurisdictions.

In Lao PDR, WCLI will be designed, implemented and delivered through the Supreme People’s Procuracy with technical representation from the National University of Laos Faculty of Law and Political Science and WCS. It will likewise coordinate with other partner agencies, such as the Department of Natural Resources and Environment Inspection, the Police, and Customs, in its development and implementation.

The WCLI Course Curriculum is currently being reviewed and updated. The proposed curriculum outline contains 6 courses covering the following topics: Project Preparation; Wildlife Crime and Trafficking; Case Management; Crime Science Analysis and Problem Solving; Leadership; and Project Presentation. The curriculum development workflow includes the designing of the WCLI course; contextualization and translation of course materials; updating of course instructors and resource experts; designing of the application and selection process; and finalizing the implementation schedule.

• Objectives:
WCS is looking to engage a consultant to provided technical coordination and support in the development of the WCLI curriculum in Lao PDR.

Scope of Work and Activities:
The consultant will support the following workstreams:

1. Program Fellow Application and Selection Process:
• Design an application and nomination process for government and other relevant officers to join the program;
• Develop a selection process and guide for program fellow applicants and nominees;
• Participate in relevant meetings, as required;
• Finalize the application and selection process following recommendations from consultations with WCS and relevant government partners.

2. Course Content and Lesson Transcript Development and Review Coordination
• Support the review and development of the course content and lesson transcript, ensuring that the courses and the lessons are contextualised to the target program audience;
• Support coordinating the reviews and updating of the course with the WCLI Technical Adviser;
• Coordinate with the WCLI Technical Adviser on activity and assessment materials (e.g. instructor guides, lesson plans, activity guides) to be developed, updated and translated;
• Support the coordination and review of the Lao language translation of the finalized course content and lesson transcripts;
• Finalize the course content and lesson transcripts following recommendations from consultations with WCS and relevant government partners;
• Participate in relevant meetings, as required;
• Support coordinating with the WCS Program Team in identifying and engaging with subject matter experts on related topics / content for the program implementation.

3. Production of Multimedia Content
• Identify potential service providers for producing and updating relevant multimedia content (e.g. video, audio) for the course content;
• Finalize the multimedia content following recommendations from consultations with WCS and relevant government partners;
• Support the coordination with external parties on these services, ensuring that needed multimedia content are developed.

Qualifications:
Education:
• Proven experience in curriculum development, training coordination, or education program management
• Familiarity with wildlife crime, law enforcement, or environmental governance in Lao PDR;
• Strong organizational and communication skills
• Fluency in English and Lao language

Deliverables:
• Finalized application and selection framework
• Reviewed and updated course content and transcripts
• Translated and validated training materials
• Coordinated multimedia production plan
• Summary report of activities and recommendations
